If they don't fix their wayside horns and people keep getting hit the trains will blow their horns again without a doubt

I have gone to San Clemente Beach for many years to enjoy the ocean and the trains at the same time. There seem to always be a lot of people there in the summer and it always worries me that someone will be hit. Isn't it time for there to be a plan to raise the tracks so that pedestrians can safely go under the tracks and not have to cross over them? With the tracks raised there would be little bridges where anyone could safely access the beach at any time. Just an idea to consider.
Well at least to me quiet zones can be heaven, since I live near the railroad. I mean cmon, how can you live in a house when the windows are shattering from the K5LLA? Otherwise I'm fine with non quiet zones anywhere else. You know though, if you railfan near a crossing, there can sort of be an advantage to the quiet zone. Usually with no quiet zone, the train is honking specifically for the crossing, but if there is a quiet zone and the train honks, then it could be the engineer acknowledging you, so you can feel good about it.

San Clemente’s QZ was always quite shaky on legal terms. They applied for it through the CPUC, but a federally regulated QZ can only be given out by the FRA.
I live right on that hill, yes its a very easy walk, but the horns are not that loud honestly, not louder than the ocean at least, unless the train is right there, which is only for a couple seconds
No people like quite zones plus a lot of places in Europe the trains only blow their horn when in danger of hitting a person etc, the train horns here are extremely unneeded at times

Near fisherman’s there is a walkway that goes under the tracks, it’s on the left of the screen, I’ve also been under it. 3:50

there are residences on that same hill where the train tracks are, less than a minutes walk. I can imagine it was very loud to be around 24/7
