Let the staff member do exactly the same as a software engineer.... but.... pay them £7K/year less, by inventing a new name for them. This also applies to many job positions/levels... sometimes simply refusing to give someone a job title, even though they carry responsibilities outside of their current title. It's simply directing more money into someone else's pocket, and less into yours, without you being aware.
For me Product Designer is a UX/UI designer +. While UX designers are more/only concerned with users, product designers take into account a business aspect as well. I've seen a lot of great UX designers that just don't see bigger picture. Sure , overall UX is the most impotant thing, but a lot of times you must balance between business and user needs.
Googled "software designer" and some results implied that it's basically a full-stack developer, so, I don't know about "software designer" as a replacement for digital product designer (which I mainly use as a title nowadays).
