According to the RPWD Act 4th category which includes mental illness is eligible for the reservation in jobs but UPSC excludes the 4th category (also called D category)which includes mental illness. But Indian official data says only 2.2 population
According to the Indian Goverment only 2.21% PWD in total population living in India
That data is based on old definition of disability (which had only 7 disability categories) now the disability categories have been expanded to 21
