U can do all that using the tcl command (no collisions) in the console and skip the waiting and the bowl thing. Jut turn on tcl and go under the Skyforge as shown in the video. This is on PC. Don't know about console versions.

It's towards the back of the town. you go to the right by the tree and benches in the middle over by the guy preaching. then there will be stairs on your left.

You can also loot chests in stormcloak and imperial camps when you first start to get some money.
