With the absence of Tails in the Sonic 2 Prototype, it appears that Sonic 2 was intended to just follow the casual sequel plan of it just being the same plot again.
I don’t think that’s true, at least for the Genesis/Megadrive version since Tails was planed when the game was in it’s concept stages. However I generally believe the GG\MS version most likely wasn’t going to include Tails at all at one point if this beta has anything to go by.
How in the world are people surprised about that in the Sonic 1 GG prototype, Sonic has a nose? The sprite is literally the same as both the Master System version of Sonic 1, alongside all 8-bit versions of Sonic 2. Also, Sonic DOES have a nose in the final GG build of Sonic 1; it's placed in between Sonic's pupils.
I think this is because the 8-bit versions of Sonic were initially made on the Master System and then ported/adapted to the Game Gear. (at least this was the case with Sonic 1, 2 and Chaos and is even the reason screen crunch was so frustrating in Game Gear's Sonic 2) The Game Gear version of Sonic 1 not only received changes to the sprites but also to the level layout to accommodate the screen size, but in this prototype you can see that it is closer to the Master System version probably because it is just a direct port at this point in development.
I think it's funny that the Game Gear Sonic 1 prototype uses the same sprite as the Master System version (which is much better) but in the end they changed it to another sprite just so that in Sonic 2 they bring that sprite back on the Game Gear. In the end, I also find it interesting how the level layout is closer to the Master System version than the final version (which makes the screen crunch more frustrating), it really shows that the 8-bit version of Sonic was made with the Master System in mind and then adapted for the Game Gear.
You can access Labyrinth Zone and a broken version of Green Hill Zone Act 2 in the Sonic 1 Game Gear prototype with cheats, since it's a Master System conversion
sonic 2 8-bit's prototype actually looks fun, unlike the final game. seems like tails was a last minute addition since he's totally absent from the prototype.

Sadly, they start over from scratch instead of making a cool port
