Something funny about Charizard’s Forward Smash is that it’s officially known as Headlong Rush, which Pokémon fans would know is actually a new move that was added in Legends: Arceus, meaning that Charizard was using Headlong Rush in Smash before any Pokémon in the main series. However, Charizard can’t even learn Headlong Rush in the official games, despite him being able to learn moves like Bulldoze and Earthquake, which are also Ground-Type moves.
Give it time. Charizard is not in Legends Arceus and not natively available in Scarlet and Violet. Only two Pokémon were given the move in LA and two others in SV. It could easily become a tutor move in the Scarlet and Violet DLC that Charizard can learn.

Also, are you sure Pikachu/Pichu's fsmash aren't more closely related to Spark rather than Thunder Shock? Spark is a more direct attack and is much stronger... plus, the fsmash looks like a large spark.
