There are a lot of exceptions to the PC rule. Some are categorical (like refugees and those who already have green cards), and even if immigrants who are not in the exception categories, they can use public benefits and draw it up to 12 months, in 36 consecutive months. Those who will be effected by this rule are tiny numbers of immigrants inside the US. And they can fix their situation within a few months.

It is my understanding that it applies to all women, pregnant or not, in consular proceedings. The lady should consult with an attorney if in doubt as there are categories who are exempt as well as time exemptions.

China has been a massive economic partner in purchasing U.S treasury bonds since the U.S came off the Gold standard, now clearly, there is a plan to slow importing of cheap labor, and rebuild domestic manufracturing infrastructure in the West.
Not an unreasonable rule at all. Especially considering most developed nations won’t admit or allow people to stay in their country if they are a financial burden upon society. America’s laws are not that bad compared to Australia and Japan

Do I need to get Healthcare for her before the Interview date?

Usually, they will not, unless they will be considered as seeking admission under the law.

It goes by the interview date, if your interview is on or after Feb.24, 2020 it will, unless there is some sort of a change in the policy.
