Yes, any I-485 applicant is subject to the rule. Yes attaching evidence to demonstrate that you will not become public charge will help your case a lot.

What happen if this person has been working for years with a green card. For where ever reason he star having financial problems because the health condition. This person is going to be scare to apply for public benefits people are going to be afraid of reporting any abuse from they employer. Why? If lose your job and you file paperwork to workers comp. Take time to find a lawyer file documents bla bla people are going to be afraid to go and apply for health insure or any public benefits. No fear when every week it was a deduction from your check. Plus if this person get permanent disability because he employer fail safety policy.
They only make people to take them to court for violation of your human rights and bee discriminated. Make people wonder if this place is good for investments. Make people feel like they broke and show people how corrupt people are.
Thanks for the info. I see they want people to make $60 thousands per year. When I was getting pay $21 per hour plus I work a lot over time I was making between $55 to $65 . How they want people with green card working for the minimum wages making $60 thousand in a year. Work 24 hours and 365 days when is companies regulations to protect the employee. Remember safety is first and if this employees get hurt because they force them to make $60 per year. No one is above the law how can stop having people not to in force the law. What they did since year 2009 now is getting out and making more holes to cover one hole don’t fix the problems makes bigger problems. Our case should be reviewed under standards in force prior to this date. I am relieved that my petitioner financial disclosures should be the fact evidence upon which public charge determination is made. Our adjustment of status application was received by USCIS on 12/18/2019 and we have been awaiting a notice of interview since that date. However, I am hesitant to assume that the USCIS has not further adjusted the effective date of the rule.
