- A report by the Joint Parliamentary Committee on the contentious Citizenship (Amendment) Bill 2016, which seeks to provide Indian citizenship to non-Muslims from Bangladesh, Pakistan and Afghanistan, was tabled in Lok Sabha on 7th January. The bill is expected to be discussed in the lower house on 8th January . The report was prepared by the Joint Parliamentary Committee by a majority vote as opposition members in the panel had objected to the provisions saying Indian citizenship cannot be granted on the basis of religion and it is against the Constitution. Some of the opposition members have also given dissent notes over this. BJP allies, the Shiv Sena and the JD(U), have already said that they will also oppose the bill. The bill seeks to amend Citizenship Act 1955 to grant Indian nationality to people from minority communities -- Hindus, Sikhs, Buddhists, Jains, Parsis and Christians -- from Afghanistan, Bangladesh and Pakistan after six years of residence in India instead of 12 even if they don't possess any proper document.

And, there was a thing called NRC which was suppose to identify the illegal immigrants and cut off their names from voter list and make them deprived from all the resources. These people be it be hindu or muslim doesn't know anything about the culture and tradition of the state so how can they call themselves as the citizen of a particular state. In coming years there will be more bangladeshis (hindu + muslim) compared to assamese people. and they don't even share the same language. So how are you planing to stop the fact that the native people are going to become the minorities in their own state.

I am from Dhubri district of Assam ...my view is that every country should work for it's own interest ...if we bring more people from other country what benefit India will gain that is to be noticed.....? If we bring people for humanitarian ground that is fair enough ...we the People of Assam is not ready for it bcz it will create so much pressure and tension to indigenous people

Since they were part of undivided India , BJP on its part feels an obligation to accept them back into motherland. Congress plays minority politics and BJP plays majority politics. But only BJP is criticised directly in media . Media as a 4th pillar of democracy should be more neutral and accountable. We are living at a point in our country where criticism on majority is considered rational and criticism on minority is considered intolerance .

What should be the objective of discrimination?
01. If the objective of discrimination is to give shelter to the victims of religious atrocities, it can be extended to all religions of the mentioned countries. It is important to understand that radical thoughts are NOT a part of ANY religion's regular discourse (in the context of national security). And our intelligence institutions are capable enough to track such suspects.
02. If the objective is to reduce the economic burden, work visa maybe prove more effective as it would discourage illegal immigration (similar to legalising the selling of liquor).
However, preserving demographics shouldn't be a case as, we have a long tradition of co-existence be it amongst various sects of Hinduism or the religions which have origins from the same (Jainism, Buddhism, Sikhism) and we did extend the same to Islam as well. The rulers in past might have been orthodox but not most of the followers. And see the beauty, because of this our richness in art, culture, food delicacies, literature have only increased.
It will be always easy to point out dissimilarities, but let's not forget we all born here as HUMANS.
Our north east will stand as one against this bill, if necessary we may prefer the pre merger status .Such bill may continued in future which are quite unconstitutional.
Definitely a very informative discussion. But we strongly oppose Citizenship Ammendment Bill and we don't want minorities from these three countries to take shelter in Assam as the state already has abundant population. But yes the other Indian states with less population must shelter these hindu immigrants.

My view on this issue is that Since the Bangladesh is a friendly nation to India and has sizable population of Hindus around 10-11%. I think persecuted minorities from Bangladesh should be out of this framework.
After all, Bangladesh is less extreme compare to Pakistan and Afghanistan.

It is very sad when you are not understanding the pain of your Hindu brother & sisters, who became Minority on their own land due to unwanted partition 1947. The condition of them is miserable. Many Hindu brother often comments me to come to India & they will give us citizenship. You can't imagen how afraid we are living. We don't see any future nor ours & neither our coming generations. I understand the fear of Assam & NE people to become minority. Government must consider your concerns, But you should also support & welcome your Hindu brothers & sisters who are living apparently as third citizen on their ancestors land. They even feel like men's without any land. We are still connected to our Hindu religion & culture. We have not forgotten anything. It is sorrowful that any Hindu unity is not seen here.

So, while legal ways of immigrating to India are not being changed, we are streamlining the granting of refugee status in case of illegal immigrants from three countries. While we are within our rights to reject every person trying to enter or overstay their visit in this country without the proper authorisation, we are trying to appreciate the reason why someone would come to the country in the first place. So we are presuming religious persecution as the overriding reason to not come legally. Now, since these three countries are Islamic nations, we cannot presume the religious persecution for Muslims, but can so for Hindus, Sikhs, Jains, Buddhists, Parsis and Christians.
But for this religious prosecution, people wouldn't come to India illegally. In the absence of such religious persecution, they should come here legally. This is how we are exercising our right to deal with illegal immigration and streamlining the process. This streamlines process will pave way for easier resettlement of the refugees.

If a Hindu Bangladeshi immigrant doesn't find his name in the NRC , he can still be eligible to be Indian Citizen, once the Citizenship Amendment Bill, 2016 is passed. So what was the point of updating the NRC ?
