  • India may have reduced extreme poverty far more effectively than most of us are aware of. The last official data is eight years old. In 2011, 268 million people were surviving on less than $1.90 a day, the World Bank measure for extreme poverty. The next round of data on household consumption is likely to come out in June, and it may well show a drastic drop in the number of poor. According to the World Data Lab - which monitors global poverty using advanced statistical models - less than 50 million Indians may be living on less than $1.90 a day now. Economists said rapid economic growth and the use of technology for social sector programs have helped make a significant dent in extreme poverty in the country. The BJP on Monday cited global think tank reports to say that India is moving fast towards a poverty-free situation and gave credit to policies of the Narendra Modi-led government for it. On this edition of the big picture we analyse what more needs to be done to eradicate poverty

    way ahead:
    1. agriculture reforms- less monsoon dependant
    2. banking and credit sector reforms.
    3. social security network.
    4. building and upgrading the express ways.
    5. boost output and manufacturing sector.
    6. rural developmemt to be given equal focus.
    7. better taxation on rich.
    8. promote formalisation of workforce amd skill development.
    9. focus on more inclusive indicators - hdi and green gdp...
    10. consensus on definition of poverty.
    11. incentives ing states since many public welfare subjects are in state list ( health, agricultural. .).

      we will always be dependant on monsoon for agriculture because there is no way for ocean water to reach the farms.

      @@aspirant8996 i am from andhrapradesh and agriculture background.. here state govt providing SOLAR PUMP SETS to the farmers with nearly 70% subsidise.. through this scheme most of the farmers are helpful and easily getting water in day time. now gradually declining the dependence on electricity or monsoon.. actually it's piolet project most of the states lag in implementation.. if every govt strictly focus on these type of implementation.. then only we can expect more growth in agriculture sector..

    1) Impose 1% Wealth Tax on Land and Buildings. ( 250sq ft/person in urban and 500sq ft/person in rural should be exempted )
    2) Remove GST
    3) Remove all subsidies and give direct cash to people living in poverty.
    4) Distribute mineral royalties to citizens

    most of the poor reside in subsaharan region and south Asia. despite lifting more than a million people out of bpl and a good macroeconomic indicator there still lies challenges in eradicating poverty:
    1. low tax to gdp ratio
    2. majority in informal sector- no social security and more chances to lose jobs
    3. population explosion- limited resources to provide for.
    4. majority in sectors directly affected by climate change - agriculture.
    5. expensive services in health and education - such expenditure pushes them to poverty.
    6. degrading health of individuals due to pollution and lifestyle- adds up to costs in diagnosis and medicines.
    7. poor quality of public infrastructure like schools houses bridges...
    8.heavy reliance on quantitative measures like gdp rather than qualitative ones- no idea on concentration wealth.
    9. no consensus on definition of poverty line- makes data gathering difficult.
    10. job crisis for youth which is a growing dividend.
    11. low output
    12. poor skill development
    13. poor bank health- affects investment for welfare and private players.

      What do you think about Natural calamities Like flood, drought ,cloud burst that thwarted all the planning of the govt to .
      to address these problems what steps might be taken .
      1. Mechanise agriculture with new and advance technology ( India has approx 145 mh land China has 75 mh cultivable land how he is feeding such a huge population) it can also address the problems of small land holding size .
      2.According to Lewis model we should move secondary and tertiary sector like manufacturing , food processing which has more potential than primary sector .
      3. Universalise health and education sector ( like other western countries and China Bangladesh ) even today govt spends not more than 2 to 3 percent of GDP in these sector western countries spends more than 15 percent in these sector.

    1. Formalisation of Agriculture
    2. Focus on education, skill developement and health sector which truly "Empowers" than subsidies, loan waivers ..etc which contravenes the concept of Empowerment.
    3. Though progressive taxation is in place , we need to make tax rates for higher income brackets much more than what we have now.
    4. Strong implementation of developement policy by creating strong social and administrative infrastructure.
    4. Rural development should be Central to developement policy for eradication of poverty.
    5. Finally "Data" should be updated to make poverty eradication more effective.

    Why can't we have an industrialisation or formalisation of the agriculture sector.
    We can institutionalize agriculture by acquisition of agricultural land on rent and provide job opportunity to the farmers, providing them income stability, etc...
    This can take away the burden of money liabilities of the farmers as the capital and other expenses for the agriculture will be one the acquired institutions, that can either be a public or private institution.
    This can also give mature status to the farmers in the society, better productivity in the sector and can also provide more employment opportunity.
    I think by this policy we can reveal to the globe that agriculture can also be a factor behind the development of a country with self sufficiency

    This is my first comment on such topic .
    My father is Farmer and I belong to such a small village which is sample of India. In the past 1 decades there some changes is found at ground level .
    The life style of poor people my village seems better than life style of urban poor people .
    the reason is very simple because they have there own home and they not pay electric bill

    high economic growth rate is not the criteria for the poverty reduction ,, of course this does not mean that we can get away with poverty under very low economic growth ,,, there were times when india's growth was very high yet the poverty reduction rate was quite low ,,, economic growth should be balanced with more benefits being given to the lower section of the society ,, the economic imbalance has gone to very high levels since the economic reforms and that can only change if the taxation policy is revised ,,

    its a weird point that a economic growth and infrastructure is the way to go for poverty reduction ,,, unemployment , agriculture , problems in unorganised sector are not related to the infrastructure issues ,, expressways are not going to be the solution for poverty reduction ,,

    We need to have leaders having a large foresight and democratic rather than the ones who are just political professional/appeasers.Low inflation should not come at low cost to agricultural goods.If major chunk of people are left at the cost to address the inflation target,how will the rural distress really come out?Why shouldn't India go forward with the policy similar to Mao of having small industries at every villages and building strong cooperatives(in democratic rather than communist) and make our villages self-sufficient and make Agriculture a profitable profession rather than the paradise of unemployed,unskilled,poor Indians.

    No one mentioned corruption. In an ideal world, if there was no corruption and officials were serious about implementing the schemes, India would have been corruption free. Unfortunately corruption is very real, I am happy with Modi Govt that they have implemented DBTs. However I am very disappointed with their failure in generating sufficient jobs for our demographic rich country. Also by not releasing the NSSO's report on employment generation, failure of Make in India is apparent.

    eradication of poverty needs a firm mindset cementing the already established chasm between the rich and the poor....recently CRISIL's report on income disparity among states should be mirrored in localised manner to actually figure out the backward areas to be worked upon asap to ameliorate the dismal conditions of the poor...prime focus on strengthening education and health sectots would be the steps in the right direction...JAI HIND

    For eradicating poverty India should resort to empowerment rather than entitlement, creating agricultural infrastructure, developing & focusing on social & economic infrastructure, linking rural areas to markets, putting curb on role of intermediaries in agricultural markets, investing more in rural educational infrastructure......

    It is surprising to see that nobody is talking much about population control. Apologies If I sound inhuman, but we can't keep producing more people and then worry how to feed them, provide them good life. A family with limited income but with one/two children has better quality of living compared to a family of 6-7 children. Same goes with the nation as well with it's limited resources. In India, unfortunately religion and politics around religion play important role than economic sensibility. No Govt. dares to do something that reduces the population burst in the first place. It is really disappointing to come across news where religious head are asking their followers to produce more children to maintain good number of their population just to fight against the other. Sad!!. If we contain our population growth, if not through stern measures atleast through incentives, may be we can eradicate poverty even sooner.

      Do you even realize that if govt reduces the salary of officers what will happen ? It will lead to more corruption. Just imagine after preparing for 3-4 years for civil services and then after clearing it another 2 years of training you are getting 540000 grade pay salary whereas a simple graduate who is doing business most of the time parallel business and he or she is earning more than a lakh per month . I know you will must say that it is individual choice of choosing the profession but I firmly believe that if person get adequate salary according to their post and hard-work they have done to reach there will help to curb administrative corruption to some extent.
      Corruption is because of disparity and as you endorse the ideaof reducing the salary will create a disparity among the educated ones.
      Reducing salary in national emergency and financial crisis is justifiable but abruptly reducing it because of few civil servants and officials.
      Just first understand and analyze the basic human nature we all are facing modern days dilemma of whether to do corruption or not for having lavish life and second one is to walk in morally right path . And if ideas like yours will be executed it will create plethora of corrupt officials.
      I understand your point but you shouldn't see issue from one perspective there are realms of issues adjoined with it and we have to analyze it from every possible angle.

      @@untamedgirl97 Dear sister, stop talking like a British coloniser, you will be selected to serve the society, salary of a servant should be as servant and stop threatening the society that if the salary of these rascals will go down they will become corrupt, if they will become corrupt then I am no wrong in calling them rascals. And India is not an honest country as of now, several reports and indices have suggested the level of corruption is rampant in India and with this salary if they are corrupt then God will save the country. Accountability of officials should be made compulsory, they should be grilled, they should behave like servants. It shows the mentality of many of aspirants who got selected but forgets the basic aspect i.e. service, they become rulers and tax-collectors. Salaries should be given according to the job being done by a person, not on the basis of how much labor and trauma s/he has been through the preparation time. Moreover, it is upto an individual how does s/he take his/her recruitment, does s/he spend on her/himself extravagant lavish lifestyle or s/he works as an honest public servant and do some philanthropic works because it lacks in our Indian society. Once these administrators got selected they forget the cause of being selected and they just try how much they invested during the preparation, similar is the case with doctors who just extort money from patients and say they honestly earn the money, these rascals also did have earned a lot in their marriage by dowry, they also except wealthy gifts, you know there is a lot of hypocrisy is infested in our blood, we don't care anything in front of our illicit desires.

      Yet again you are taking only one perspective . Person should get the salary on the basis of amount of work they are rendering. So do they are getting it but reducing it doesn't make any sense . Once you will see how much a civil servants work apart from duty hours is unimaginable we only state the examples of corrupt officials what about those who are doing their work religiously and even extra ? What about those civil servants who are adopting kids and not having their own? What about those civil servants who spends most of their salary on social work and not constructing their own house rather trying to do good for under privileged ?
      I have seen such civil servants and I am really proud of them and reducing their salary just because some of their clan members are corrupt is not justifiable . Sorry I can't understand your point nor do I want to because for me one good civil servant is equal to one good district .

      @@untamedgirl97 Dear sister, I take your words, we are living in a colony which is maintained by our the honest civil servants, philanthropic MLAs and MPs but still there is inequality and dissatisfaction and our country is counted one among the corrupt nation because people are hypocrites. There are honest officers, salute to them.
