I faced one lag at the beginning when the players jump to shoot the grenadier. And i thought it was some cinematic slow-motion. But it was lag at the correct time.
While jumping if you pause the game and keep on pressing the jump button while resuming play, the characters continue jumping higher without falling down. That's how we used to clear the third level without losing a life.

The NES overclock thing is a little weird and I don't know offhand what percentage overclock it could be compared to. It was set to around 400 extra scanlines.
You did have config>ppu>old ppu? Did you have it set to 480 VBlank scanlines? I can't say if that number should be higher, or if post render scanlines should be used instead. I haven't played through Street Fighter 2010, so I can't say for sure it's 100% perfect with overclock.

There are multiple ways to do it, such as with Retroarch, Nestopia, Jnes, Parsec and Mednafen. My choice for netplay is with the emulator Mednafen, although it's not the easiest emulator to set up, and is easier to use with a GUI, such as Mednaffe.
