The most important tip for using muriatic acid is to check the wind direction. Even with all that protective gear anybody downwind within 10 feet or so will get blasted. Use a towel and shirt that you don’t care about because any drops of liquid or even fumes will eat it up
It’s not diluted. The acidity of the Muriatic acid is neutralized from adding the alkaline, baking soda. Once you have completely neutralized it then it is safe to dispose of the liquid. When you say “dilute” it is misleading and somebody could be half listening and hear dilute and just dilute it with water and bad things can happen.

The best way to do mineral oil is with bare hands, then blot dry. That way you moisturize your cuticle's and shells. :)

Bleach is safe to pour down drains. If you’re using straight bleach it’s recommended to dilute with water first.
