They have fixed them but they weren't as important as the game breaking bugs and ctd errors encountered after they were fixed. These traders were a nice little addition if only they worked but sadly aren't overall important to keeping the game stable :P Open world games are going to find alot of ways to break themselves with all the open areas and regenerating codes. Fix one and several other new ones may arise due to your fix. Just not worth patching for a couple of npcs that have no effect on the primarily of the game. The service they render are available elsewhere. Though for a completionist it may be bothersome.
Forgetthereality when did they fix them? I have never been able to get smiling Larry or the scribe to even arrive in my settlement. Last try was like a week ago

Anne Hargraves is a good merchant cause she provides unlimited amount of Minutemen armor. You can buy a Colonial Duster (which is kinda unique, the only other way to obtain one is to trade it off Preston Garvey).
Just in case some one is till finding this usefull two years later: you can give Preston something other to wear. Take his Colonial duster ubiform and repeat it later when it respawns on him. Which it will. Indifinitely.
Trashcan Carla mini nuked my Vault Tec Rep -__- she jumped in to one of my power armors as Sanctuary fell under attack by Gunners while I was organising my carry weight (playing on Survival) I didn't realize until I saw the mushroom clouds that she'd also somehow taken a Fat Man out of my settlement inventory and used it against them. It was only after the dust settled and I'd saved before looting the Gunner bodies I noticed my Vault-Tec Rep dead on the side walk. She also didn't exit the power armor for in-game weeks, there's no dialogue prompt to exit the armor and I didn't get it back until she was one of the traders behind the counter in Bunker Hill, my power armor neatly empty next to her. She's savage.
I got smiling Larry as a merchant on PS4 just. In my random encounter I sent him to the nearest settlement followed him there. Once there he was bugged I couldn't assign him. I saved the game then fast traveled away and fast traveled right back and was able to assign him to a merchant shop. Hope this helps someone.
Only one I ever had problems with was Trader Rylee. If you go in the basement or otherwise trigger the quest in the meatpacking plant where you initially encounter her, she will vanish. There's no fix for this on consoles so DON'T GO IN THE BASEMENT
To anyone watching this today, I found a way to fix Rylee. (Currently testing others merchants) I sent Rylee to Finch Farm after first meeting her, and walked with her there. Once she arrived, I sent her to Sanctuary, waited 24 hours and she showed up. Hope this helps anyone.
Bethesda got pretty lazy with the dialogue for all of the named merchants that can be sent to your settlements. Either the dialogue is glitched and they don't acknowledge that they are in your settlement, or they only have a single line, or they just flatout don't have any dialogue, like with the Tina girl from Vault 81. Add that along with the fact that so many are just glitched period and don't really do anything that interesting it paints a picture of Bethesda just not giving a crap about this system. It would have been cool if they could give special radiant quests for helping their suppliers out of a jam, or to help them get their hands on some select merchandise. Heck, even just have them give random discounts. Really just a disappointing feature that add absolutely nothing to the game because of how under developed it is. Good video, though.
I have had the unofficial fallout 4 patch mod, and now i cannot get achivements, even though cheats can give achivements. In the past, Fallout: New Vegas and Skyrim disabled achivements if you cheated (well there was that minor case in NV where you could get your cheat items in the Dr.s house before you left, but that's besides the point.)
We should not be paying for ads we dont want to see. They use our megabytes without our permission, we pay for every single hd ad they show us. We should stand against this and do something against it.
For those that don't want to kill the brother there is a mod on the nexus that fixes the quest to help her brother and to have her join you but the dialog is odd but it does work.
Anne Hargraves sells the Colonial Duster and Minuteman Hat, as well as lots of 'clean' clothing. For those who don't know what those items are, take a look at Preston Garvey, he wears the Colonial Duster and Minuteman Hat. To my knowledge, I don't recall every seeing these items for sale anywhere else, but she usually stocks one of each every 24 hours or so. Very useful if you want 'Minuteman guards'. Then it's just a case of using Ronnie Shaw as The Castle armourer and she sells Laser Muskets of varying types.
@Buzz Lightbeer Try it out with a new save for sure. The survival experience is best played from the start. There are all sorts of extra things to remember though, so don't expect to be so carefree while playing. Requiring a bed to sleep in to save is the biggest change. Dirty beds and sleeping bags can make you sick and don't provide a good night's rest though, so building your own beds is much safer. Just take it slow, plan well, sneak often, and keep an eye out for all forms of danger. Traps like mines or tripwires are a great way to lose a couple of hours of progress lol. Exploding cars too. Oh, and basically all empty bottles can be filled with either dirty or purified water at appropriate sources. Beer bottles, milk bottles, etc etc. They are one of the best resources for early game water management until you get a settlement going with purifiers. Grab any and all of them you can, even in Vault 111.
@Buzz Lightbeer been thinking of it myself. But id only do it if i install a mod from nexus that unlocks console commands, enable quick save and enable fast travel only between settlements with supply lines. First and second for bug fixes, and third, bc cba walking from Sanctuary to castle and back every time something HAS to be done.
I just started playing this game. I had no idea about different level merchants or that you can find these guys and recruit them. So much to learn in this game.
Another update: I successfully recruited both The Scribe and Smiling Larry to my shops at Sanctuary. I kept reloading the area near Cambridge Police Station, went through the speech checks and then made it a point to escort each of them to Sanctuary. It took a lot of work because they kept getting stuck on objects and at one point near Abernathy they *stop walking* so I had to push them onto the road at which point they started walking again. Whew!
The ones I had no issue getting, well they don't stay at their shops lol, they stop working all the time and I can talk to them again about joining my settlement.
For Xbox One players, if you get Trader Rylee to agree to work for you, then you need to escort her to the selected destination because she doesn't exactly take the most efficient route to get there and will encounter a number of hazards along the way. Once you get her settled in, whatever you do, you must not go back to the cannery and start the Mystery Meat quest. If you do, you will find she has disappeared from you settlement. You can go to the cannery and get barter bobblehead and magazine but that is all.
I found out those level 4 vendors have unique inventory even tho it look identical like normal vendor Rylee sell 3 times more shipment than any other vendor Vault Tec Rep sells a wide variety of pre war junk Doc Anderson sell shit tons of stimpak , but doesn't sell you shipment of glass Scribe and Larry obviously sell more gears than other vendors I don't know what's Ron's deal, but at least he sale dirty wastelander
Correction on rylee, I went inside the cannery after a random encounter with somebody by oberland station, was told of meat that made him sick and where he got it from. I then went to longneck cannery to walk upon a conversation between trader and seller, then she walks out and I walk out, then I speak to her outside, then she talks about the meat that made people sick. She was open to trade. Without a emporium and at least ten people in a settlement, she cannot be sent to a settlement. I asked her to work for me and she is now at red rocket truck stop. The only other I have is vault-tec representative. I never discovered where to find anne hargraves after rescuing Rex from Trinity tower, didn't even know she existed.
I'm so stoked. Just successfully got all 8 merchants working for me on PS4! Doc Anderson and Smiling Larry I had to assign to settlement that was my trader hub. Then I moved them where I wanted and they're working just fine. Also, for Reilly, to keep her you have to skip clearing the meat factory where you find her. so pumped!
Thank you for actually showing what each vendor sells, in terms of any unique items. Seen several videos of tips for Level 4 Merchant but never bother to show what they sell. Was always curious as I haven't gotten all of them yet.

I play on console but funny/weird anecdote on The Scribe: I recruited him to Starlight Drive-In and was building and had to make space so I did the drop/store weapons to workbench trick. Somehow missed storing my Deliverer weapon and when I was leaving I frantically was searching for it asking all (26) of my settlers if they had it and The Scribe had it but I couldn't buy or steal it back from him. Even tried while he was sleeping and had 0% chance with the max sneak perk lol
Just so you know, if you have more than one of the same shopping stall in a settlement, they usually share their inventory and caps. I found that out by building ten bars in an effort to get max happiness.
Did you know that Parker Quinn has the same script as Ron staples so if you use the tier 3 intimidation perk on him and move him to a settlement he can become a tier 4 merchant
Someone may have already pointed this out, but I've noticed if you have two of the same vendor stand in a settlement they'll have a shared inventory. So if you have two weapons merchants and buy all the 2mm EC from one, the other weapon merchant will be out too. And if you sell loot and get all the caps from one, the other will be broke as well. That's why your two General Merchants have the same inventory. Your other shops in your Sanctuary settlement may be interfering with the lvl 4 merchants' inventories as well.
After watching this video I'm feeling very lucky. Trader Rylee did show up at Vault 88 when I assigned her there and her inventory looks different than what's in this video. She has some good knick knacks and supplies and tends to have multiples whereas other dealers have only one. I've gone back about five times so far and she's still there selling. This is on GotY edition on PS4 with no mods.
Thanks for this. I spent hours searching for them. The only one I ever encountered in the wild in over 750 hours of gameplay was the doctor and she didn't work properly. I'm fed up; I'll just use console commands to move them to Sanctuary. Thanks! :)
You can omit the 0's before the reference ID. For example that code you enter at 12:17 can be shortened to "prid 212a6". Trust me, it worked like that in Skyrim and New Vegas too.
In order to get the option to recruit Smiling Larry you have to have one settlement to 30 settlers which isn't really possible without a bunch of followers so you can connect other settlements by supply line to a single settlement and as long as the total connected settlements total 30 or more the option to recruit him will appear.
I am on ps4 and I have Vault Tec Rep, Anne Hargraves, Ron Staples, The Scribe and Trader Rylee all fully functional. My Tina de Luca has an empty inventory when assigned to a trading post. I don't have Smiling Larry or Doc Anderson yet. EDIT: Got all of them. Tina can't talk but works now.
There's also another bugged merchant you can get. It's possible to get her but only if you complete the quest in a certain way and that is only if you kill her brother. It's the De Luca girl from Vault 81. She requires a speech quest to attain and like most other bugged merchants, she retains her same lines at the stand or won't say anything at all unless you send her to Vault 88.
@@metalika1821 how? If I can ask, I tried everything even trying to reset the quest which was bugged. The fallout wiki says she's bugged and its known.
I got smiling Larry and Riley to my settlement, had to assign them to the closest settlement and I escorted them. Riley is bugged, I had to ask her multiple times until she finally said we had a deal and she would sometimes disappear from the settlement for a few days.
I like your videos, I saw a lot of them, and I had the same issue with Rylee at the first encounter and somewhat messed up with the console commands, but finally I know now how to get her. Thanks a lot!

I didnt realize these ppl were unique "lvl 4" merchants. The Vault-Tec Rep and Doc Anderson are the only two I have ever even heard of. I assigned them respectively simply because I felt it made sense in terms of immersion. Only reason I met Doc Anderson is because of a restore cut content mod, on PS4, and I dont even think I had an option to recruit her. What a shame. Looks like I got my workplay cut out for me.
I've managed to get trader Rylee on Xbone. You just have to follow her the entire way there. And make sure she doesn't die. It takes a while, and she walks the entire way, but she stays there.
I actually found out why Trader Rylee doesn’t show up. She isn’t “bugged” as what everyone assumes because if you do the side quest that actually reveals Theodore’s secret, Rylee dissapears from the entrance of the Longneck Lukoski Cannery and shows up in a camp random encounter and when you assign her to any settlement, she doesn’t show up if you want Rylee to your settlements, don’t do the quests.
I started "farming" for these unique NPCs a few hours ago and I don't know if I'm lucky but Smiling Larry was my first one and my only one I've gotten, I play on Xbox One and I was just re-loading the Cambridge police farm and there he was xD
I'm just tired of the random encounter folks looking shabby. I have a new suit and bowler hat for Ron but he won't trade. I'm also trying to get Tina De Luca working. She will not use the recruitment dialogue. I really want her out of that vault and the terrible situation she's in lol.
Actually, I found a secret I think. If you convince Bobby to go see the Doc, run IMMEDIATELY to Tina to give her the good news, and she'll leave without him. Do not stop and follow Bobby to the Doc, go straight to Tina.
If you use the mod for faster trade (so you can just Press R and trade without having to talk to them) You can use that while they sleep to give them new clothes It also works for companions so you can just give them your junk without having to stop them and tell the to trade
The Vault Tec Rep's default dialog goes away if you send him to another settlement. For some reason it stays if he remains at Sanctuary Hill. Sorry if this is a repeat!
Thanks for the upload and how to clean up the bugs. However, I am sad that Bethesda has not been able to fix out these flagarant bugs. If you're in survival mode, there's no console fixes sadly.
I’m level 76, and I went random encounter grinding for over 5 hours straight. The only merchant I found was Smiling Larry, and I didn’t have 30 people at my settlement.
I checked an old save file and have Smiling Larry. You have to have 30 settlers at a particular settlement before you can hire him if I remember correctly
I've only gotten Trader Rylee before and she did go to my settlement. I sent her to the Red Rocket Truck Stop every time. I've met some of the others but didn't know you could send them to your settlement.
Noooooo I did the same thing! I wanted to side with the institude and just started murdering everyone who wasn't on my side. SO many things I wish I knew before I started playing :( Also I play on console so I'm missing out on all of these cool console commands and mods :-'(
In my game I made The Vault Tec guy a general trader, but I don't think his stall is tier 3, and he still got that legendary. But I also built him a whole building with a semi trailer as part for storage. He is also my neighbor now in my old house in Sanctuary. His shop is the first thing you come to after the security checkpoint on the Sanctuary side of the bridge, and also has a barn for the travelling trader's brahmin.
Found Smiling Larry and the Scribe while I was running errand for the institute. Before you blow up the place they where passing that random encounter where raiders kill a post-man.

Not the topic of this video but I've done some testing myself. In your settlement videos you like to say walls aren't useful and 90% of the time you are correct to say that. Enemies will just spawn inside your walls. "IF" you aren't in the settlement getting attacked. I patiently waited around a few Settlements to get attacked. "Sanctuary, The Slog, & The Rocket Truck Stop in Nuka World." But when I was attacked while in the settlement the enemies never spawned inside my walls and where forced to run to my set up choke points with turrets which easily killed them. Walls work but only when you getting attacked while you were in the settlement already. So it's very circumstantial. Just thought you would like to know. I enjoy your videos.
@6:54 I just got Smiling Larry to work on my PS4. I am using mods, maybe one of those restored him, but I had 30+ settlers in my Sanctuary (I didn't want to rely on the prov. network) sent him to Sanctuary, I walked with him about as far as college square before he took a landmine and slowed to a limp before I left him behind and fast traveled. He didn't arrive instantly, but I waited in a chair for 24 hours then he was standing beside me - assigned as a farmer. I assigned him to a store and it worked, I bought the Ripper off him straight away in case he ever glitches out, but he seems stable so far.
Collin Thomas Yes, go to the red rocket, open your workshop mode, go to him and press "Move" button. I use custom controls on Ps4 so i dont know yours, but press the "Move" button and select Sanctuary or the settlement you want to send him to.
As far as I know fallout 4 likely has one inventory shared by all shops of the same type. Skyrim's shop inventory system consisted of an inaccessible chest that had respawning contents which was what was used for a shops inventory and multiple npcs connected to the same shop often accessed the same chest. Saying that im not sure how the different inventory tiers for shopkeepers would work with that system.
Although this video is older, I want to mention that if you choose the Railroad, Carrington has 25 Antiseptics, and as you lvl up and get further, the doctor that travels with the caravan or can be occasionally at the Bunker Hill Market as well as the Asian doctor in Diamond City can sell it. I do not remember if the doctor on the Prydwen sells it for the BoS and if you have the NW DLC Makenzie can sell some regardless if you kill the Raiders or stay as their Overboss.
After my character reached a particular level, those concrete shipments, among others, became available from ALL junk dealers. What's more, it was unlocked for all of my characters, not just the high-level one.

In regards to Trader Rylee, I am a PS4 player and I actually got it to work. I had 10 Charisma, but not sure if thats necessary, and the settlement in question needs to have over 10 people, and a level 3 trade store there. Just ask her to move until she agrees (took me 2 tries). Fast travel to the settlement in question, sleep 24 hours, and then ring the bell to gather all settlers. Hope this works for other players! Also just learned you cannot do the Mystery Meat quest at all, it causes her to disappear even if shes at your settlement
Trader Rylee has about a 50/50 chance of arriving at your settlement if you have the requirements. Just save before talking to her at the Cannery. The bar guy is usually dead, you have to encounter him early and hire him then or he WILL die. The doctor and Larry do not work at all.
worth noting, to get trader Rylee, I believe you need to have a level 3 trader post in a settlement with 10 population or more already before you can offer her a job.
Other merchants, such as Trashcan Carla, have the shipments of concrete. I believe it was added whenever they put concrete building parts like the concrete wall in the game. Wasteland Workshop or an update.
Smiling Larry took 3 hours to pop and I walked him all the way to sanctuary which took another hour. It was relieving that I managed to not experience the issue some do with him

Add that along with the fact that so many are just glitched period and don't really do anything that interesting it paints a picture of Bethesda just not giving a crap about this system. It would have been cool if they could give special radiant quests for helping their suppliers out of a jam, or to help them get their hands on some select merchandise. Heck, even just have them give random discounts.
Really just a disappointing feature that add absolutely nothing to the game because of how under developed it is. Good video, though.

I have had the unofficial fallout 4 patch mod, and now i cannot get achivements, even though cheats can give achivements. In the past, Fallout: New Vegas and Skyrim disabled achivements if you cheated (well there was that minor case in NV where you could get your cheat items in the Dr.s house before you left, but that's besides the point.)

For those that don't want to kill the brother there is a mod on the nexus that fixes the quest to help her brother and to have her join you but the dialog is odd but it does work.
Rylee's actually got a great inventory. She sells 3 of each shipment instead of 1.
Anne Hargraves sells the Colonial Duster and Minuteman Hat, as well as lots of 'clean' clothing. For those who don't know what those items are, take a look at Preston Garvey, he wears the Colonial Duster and Minuteman Hat. To my knowledge, I don't recall every seeing these items for sale anywhere else, but she usually stocks one of each every 24 hours or so. Very useful if you want 'Minuteman guards'. Then it's just a case of using Ronnie Shaw as The Castle armourer and she sells Laser Muskets of varying types.
Thanks for the console commands, it got Professor Goodfeels back to the settlement.

@Buzz Lightbeer Try it out with a new save for sure. The survival experience is best played from the start. There are all sorts of extra things to remember though, so don't expect to be so carefree while playing. Requiring a bed to sleep in to save is the biggest change. Dirty beds and sleeping bags can make you sick and don't provide a good night's rest though, so building your own beds is much safer.
Just take it slow, plan well, sneak often, and keep an eye out for all forms of danger. Traps like mines or tripwires are a great way to lose a couple of hours of progress lol. Exploding cars too.
Oh, and basically all empty bottles can be filled with either dirty or purified water at appropriate sources. Beer bottles, milk bottles, etc etc. They are one of the best resources for early game water management until you get a settlement going with purifiers. Grab any and all of them you can, even in Vault 111.

But id only do it if i install a mod from nexus that unlocks console commands, enable quick save and enable fast travel only between settlements with supply lines. First and second for bug fixes, and third, bc cba walking from Sanctuary to castle and back every time something HAS to be done.

Another update: I successfully recruited both The Scribe and Smiling Larry to my shops at Sanctuary. I kept reloading the area near Cambridge Police Station, went through the speech checks and then made it a point to escort each of them to Sanctuary. It took a lot of work because they kept getting stuck on objects and at one point near Abernathy they *stop walking* so I had to push them onto the road at which point they started walking again. Whew!
It's pretty absurd how many of them are buggy or lacking in dialogue that makes sense as a settler.

The ones I had no issue getting, well they don't stay at their shops lol, they stop working all the time and I can talk to them again about joining my settlement.
For Xbox One players, if you get Trader Rylee to agree to work for you, then you need to escort her to the selected destination because she doesn't exactly take the most efficient route to get there and will encounter a number of hazards along the way. Once you get her settled in, whatever you do, you must not go back to the cannery and start the Mystery Meat quest. If you do, you will find she has disappeared from you settlement. You can go to the cannery and get barter bobblehead and magazine but that is all.
Ann Hargrave sells prestons hat and his clothing, once every 48hrs or so, not sure if it's diffediff e basednt or based one your faction or not.

Correction on rylee, I went inside the cannery after a random encounter with somebody by oberland station, was told of meat that made him sick and where he got it from. I then went to longneck cannery to walk upon a conversation between trader and seller, then she walks out and I walk out, then I speak to her outside, then she talks about the meat that made people sick. She was open to trade. Without a emporium and at least ten people in a settlement, she cannot be sent to a settlement. I asked her to work for me and she is now at red rocket truck stop. The only other I have is vault-tec representative. I never discovered where to find anne hargraves after rescuing Rex from Trinity tower, didn't even know she existed.
The story of Fallout 4: bugged beyond belief, what a shame really.

I'm so stoked. Just successfully got all 8 merchants working for me on PS4! Doc Anderson and Smiling Larry I had to assign to settlement that was my trader hub. Then I moved them where I wanted and they're working just fine. Also, for Reilly, to keep her you have to skip clearing the meat factory where you find her. so pumped!
Thank you for actually showing what each vendor sells, in terms of any unique items. Seen several videos of tips for Level 4 Merchant but never bother to show what they sell. Was always curious as I haven't gotten all of them yet.

I play on console but funny/weird anecdote on The Scribe: I recruited him to Starlight Drive-In and was building and had to make space so I did the drop/store weapons to workbench trick. Somehow missed storing my Deliverer weapon and when I was leaving I frantically was searching for it asking all (26) of my settlers if they had it and The Scribe had it but I couldn't buy or steal it back from him. Even tried while he was sleeping and had 0% chance with the max sneak perk lol
Just so you know, if you have more than one of the same shopping stall in a settlement, they usually share their inventory and caps.
I found that out by building ten bars in an effort to get max happiness.
You can get smiling Larry on consoles by escorting him which is a pain in the ass, but you can do it.
Did you know that Parker Quinn has the same script as Ron staples so if you use the tier 3 intimidation perk on him and move him to a settlement he can become a tier 4 merchant
Someone may have already pointed this out, but I've noticed if you have two of the same vendor stand in a settlement they'll have a shared inventory. So if you have two weapons merchants and buy all the 2mm EC from one, the other weapon merchant will be out too. And if you sell loot and get all the caps from one, the other will be broke as well. That's why your two General Merchants have the same inventory. Your other shops in your Sanctuary settlement may be interfering with the lvl 4 merchants' inventories as well.
I didn’t know Anne’s actual shop would be the clothing shop, I just thought she “seemed” like she would sell clothes so I assigned her to mine 😂
From my experience, Ann Hargrave is available as soon as you agree to help Rex. Didn't even need to finish the quest.

After watching this video I'm feeling very lucky. Trader Rylee did show up at Vault 88 when I assigned her there and her inventory looks different than what's in this video. She has some good knick knacks and supplies and tends to have multiples whereas other dealers have only one. I've gone back about five times so far and she's still there selling. This is on GotY edition on PS4 with no mods.
Thanks for this. I spent hours searching for them. The only one I ever encountered in the wild in over 750 hours of gameplay was the doctor and she didn't work properly. I'm fed up; I'll just use console commands to move them to Sanctuary. Thanks! :)
You can omit the 0's before the reference ID. For example that code you enter at 12:17 can be shortened to "prid 212a6". Trust me, it worked like that in Skyrim and New Vegas too.

In order to get the option to recruit Smiling Larry you have to have one settlement to 30 settlers which isn't really possible without a bunch of followers so you can connect other settlements by supply line to a single settlement and as long as the total connected settlements total 30 or more the option to recruit him will appear.
I am on ps4 and I have Vault Tec Rep, Anne Hargraves, Ron Staples, The Scribe and Trader Rylee all fully functional.
My Tina de Luca has an empty inventory when assigned to a trading post.
I don't have Smiling Larry or Doc Anderson yet.
EDIT: Got all of them. Tina can't talk but works now.

You can recruit Ann Harthraves without doing the quests. Just have to get to the "What did you do" dialog with her.
There's not a bug in the game. There's a game in the the bugs.
There's also another bugged merchant you can get. It's possible to get her but only if you complete the quest in a certain way and that is only if you kill her brother. It's the De Luca girl from Vault 81. She requires a speech quest to attain and like most other bugged merchants, she retains her same lines at the stand or won't say anything at all unless you send her to Vault 88.

I got smiling Larry and Riley to my settlement, had to assign them to the closest settlement and I escorted them. Riley is bugged, I had to ask her multiple times until she finally said we had a deal and she would sometimes disappear from the settlement for a few days.

I'm on XB1 and I got Smiling Larry as a merchant on my first attempt. He is a vendor at sanctuary now.
I didnt realize these ppl were unique "lvl 4" merchants. The Vault-Tec Rep and Doc Anderson are the only two I have ever even heard of. I assigned them respectively simply because I felt it made sense in terms of immersion. Only reason I met Doc Anderson is because of a restore cut content mod, on PS4, and I dont even think I had an option to recruit her. What a shame. Looks like I got my workplay cut out for me.
I've managed to get trader Rylee on Xbone. You just have to follow her the entire way there. And make sure she doesn't die. It takes a while, and she walks the entire way, but she stays there.

I actually found out why Trader Rylee doesn’t show up. She isn’t “bugged” as what everyone assumes because if you do the side quest that actually reveals Theodore’s secret, Rylee dissapears from the entrance of the Longneck Lukoski Cannery and shows up in a camp random encounter and when you assign her to any settlement, she doesn’t show up if you want Rylee to your settlements, don’t do the quests.
Has ANYONE actually found Rylee in the open as a random encounter. I've been trying for ages but she just won't appear.

Actually, I found a secret I think.
If you convince Bobby to go see the Doc, run IMMEDIATELY to Tina to give her the good news, and she'll leave without him. Do not stop and follow Bobby to the Doc, go straight to Tina.
If you use the mod for faster trade (so you can just Press R and trade without having to talk to them)
You can use that while they sleep to give them new clothes
It also works for companions so you can just give them your junk without having to stop them and tell the to trade
The Vault Tec Rep's default dialog goes away if you send him to another settlement. For some reason it stays if he remains at Sanctuary Hill. Sorry if this is a repeat!
Thanks for the upload and how to clean up the bugs. However, I am sad that Bethesda has not been able to fix out these flagarant bugs. If you're in survival mode, there's no console fixes sadly.

I’m level 76, and I went random encounter grinding for over 5 hours straight. The only merchant I found was Smiling Larry, and I didn’t have 30 people at my settlement.

I checked an old save file and have Smiling Larry. You have to have 30 settlers at a particular settlement before you can hire him if I remember correctly
30 settlers total between multiple settlements, they just have to be connected via trade routes.
I wish this glitch would get fixed for ps4, i mean we get no mods at least fix these older issues...

In my game I made The Vault Tec guy a general trader, but I don't think his stall is tier 3, and he still got that legendary. But I also built him a whole building with a semi trailer as part for storage. He is also my neighbor now in my old house in Sanctuary. His shop is the first thing you come to after the security checkpoint on the Sanctuary side of the bridge, and also has a barn for the travelling trader's brahmin.

Not the topic of this video but I've done some testing myself. In your settlement videos you like to say walls aren't useful and 90% of the time you are correct to say that. Enemies will just spawn inside your walls. "IF" you aren't in the settlement getting attacked. I patiently waited around a few Settlements to get attacked. "Sanctuary, The Slog, & The Rocket Truck Stop in Nuka World." But when I was attacked while in the settlement the enemies never spawned inside my walls and where forced to run to my set up choke points with turrets which easily killed them. Walls work but only when you getting attacked while you were in the settlement already. So it's very circumstantial. Just thought you would like to know. I enjoy your videos.

I just got Smiling Larry to work on my PS4.
I am using mods, maybe one of those restored him, but I had 30+ settlers in my Sanctuary (I didn't want to rely on the prov. network) sent him to Sanctuary, I walked with him about as far as college square before he took a landmine and slowed to a limp before I left him behind and fast traveled. He didn't arrive instantly, but I waited in a chair for 24 hours then he was standing beside me - assigned as a farmer. I assigned him to a store and it worked, I bought the Ripper off him straight away in case he ever glitches out, but he seems stable so far.
Oxhorn I accidentally sent vault tec rep to red rocket truck stop and want him to go to sanctuary hills. Is there a way to do that
Collin Thomas Yes, go to the red rocket, open your workshop mode, go to him and press "Move" button. I use custom controls on Ps4 so i dont know yours, but press the "Move" button and select Sanctuary or the settlement you want to send him to.

As far as I know fallout 4 likely has one inventory shared by all shops of the same type. Skyrim's shop inventory system consisted of an inaccessible chest that had respawning contents which was what was used for a shops inventory and multiple npcs connected to the same shop often accessed the same chest. Saying that im not sure how the different inventory tiers for shopkeepers would work with that system.

Although this video is older, I want to mention that if you choose the Railroad, Carrington has 25 Antiseptics, and as you lvl up and get further, the doctor that travels with the caravan or can be occasionally at the Bunker Hill Market as well as the Asian doctor in Diamond City can sell it. I do not remember if the doctor on the Prydwen sells it for the BoS and if you have the NW DLC Makenzie can sell some regardless if you kill the Raiders or stay as their Overboss.
After my character reached a particular level, those concrete shipments, among others, became available from ALL junk dealers. What's more, it was unlocked for all of my characters, not just the high-level one.

In regards to Trader Rylee, I am a PS4 player and I actually got it to work. I had 10 Charisma, but not sure if thats necessary, and the settlement in question needs to have over 10 people, and a level 3 trade store there.
Just ask her to move until she agrees (took me 2 tries). Fast travel to the settlement in question, sleep 24 hours, and then ring the bell to gather all settlers.
Hope this works for other players!
Also just learned you cannot do the Mystery Meat quest at all, it causes her to disappear even if shes at your settlement
You can get the glitched shop people but you MUST walk them back after sending them to a settlement.
Trader Rylee is actually at the "Longneck Lukaski's Cannery" and not at a "fish packing plant." But I don't blame him for forgetting.
Trader Rylee has about a 50/50 chance of arriving at your settlement if you have the requirements. Just save before talking to her at the Cannery. The bar guy is usually dead, you have to encounter him early and hire him then or he WILL die. The doctor and Larry do not work at all.

"Here's the tier 4 vendors... they're all bugged but i guess shipments are cool"
worth noting, to get trader Rylee, I believe you need to have a level 3 trader post in a settlement with 10 population or more already before you can offer her a job.
Other merchants, such as Trashcan Carla, have the shipments of concrete. I believe it was added whenever they put concrete building parts like the concrete wall in the game. Wasteland Workshop or an update.
I'm on PS4 and Rylee worked just fine for me, I sent her to the castle and a day later she was there

Smiling Larry took 3 hours to pop and I walked him all the way to sanctuary which took another hour. It was relieving that I managed to not experience the issue some do with him
