The basic cause of Peugeot/Citroën fans failure (PSA Peugeot Citroen) is the failure of the electronic control unit (ECU).
Original ECUs initially have some constructional defects (e.g. poor sealing, heat exchange and etc). Over time such ECUs become worthless. Under the influence of corrosion, temperature extremes, vibration the ECUs become no repairable.

Thank you so much ! i have a question , my radiator fan is same this fan (citroen c2 1.4sx 2004) and not starting stage 1 . if i plug out fan relay and plug in fan relay , fan running high speed.
Which circuit element in fan board do you think I should control for?

If you power the fan motor directly, bypassing the control board, it will always run at maximum speed.

Many thanks, Mehmet Kilic. The original cooling fan has black wires and power relays, brown on newer fans, gray on old ones. On Chinese fans, the wires are colored and the relay is black. Sorry for the low quality photos.

Should move freely. You most likely have a bearing failure.
