also the rome 2 ai very rarely jumps straight from no deal or non aggression to military alliance and you tend to build it up in stages going non aggression, defensive and then military alliance
if you like the flavour text then your going to love wrath of Sparta because I'm pretty sure every settlement has some flavour text also you infantry already has an advantage over over infantry so id advise focusing on civil tech for a while and maybe doing some of the public order and growth techs
