Tombstone unfortunately isn’t scary because he’s ultimately just an invulnerable gangster. Honestly, Soectacular Spider-man cartoon is the best version of him cartoons included. Mr. Negative of the times I’ve seen him is underwhelming and Smythe is more a tragedy than anything else. Morlun and the inheritors, The Queen, those are terrifying.

Imagine a multi-dimensional jumping family of Kravens that survive and live off hunting various spider-men and women consuming their totem energy. In fact in spiderverse there is a panel page that shows various different spider people prepared like a giant feast with one spider person positioned similarly to a turkey on a giant dining room table.
Excellent choices, for the most part. The Thousand and Swarm were my favorites, both having different takes on a classic Lovecraftian monster, the Worm that Walks.
One of my fondest memories of Rhino was the time Deadpool sprayed him with Pym particles, then carried him around on a key chain. In his miniature state, Rhino managed to save Dazzler from a crazy guy trying to kill her.

Spider-Man is a lot more horror than given credit for. Lizard, Venom and Carnage, Mysterio, and even Goblin himself are all heavily horror-influenced. Most of his rogues have had horror turns at some point (I think there's one where Ock's tentacles continue to function after the man is dead and rotting). I'll prominently add: Carrion, Morbius, Man-Wolf, Demogoblin, Tarantula (read his death issue guys), Spiders-Man, Vulture Noir, Styx, Shriek, Human Fly, Morlun and the Inheritors, Shathra, The Queen - I could keep going. Also, you didn't even mention the child abuse angle of Vermin. Vermin is an extremely tragic figure the deeper you delve into his character, just super underrated.

So here's the thing; I've never found Marvel villains all that grotesque or frightening. I think it is because of the artwork for most of them because it is frequently incredibly cartoonish. Which is totally fine for entertainment value but takes a lot away from the menacing and horrific natures and shock values that many of those villains COULD have if only a different art style was used for them (and possibly some new and more compelling motivations behind them). All that being said, Cadaverous and Vermin were both quite compelling as frightening villains, and The Thousand would likely be even more awful if it appeared more realistic in the art.

I can't remember the name of the villain but Spider-Man essentially fights Marvel's version of the Thing. It turns into a big messed up amalgamate creature, then a green dragon, then into a nightmare wall of flesh.
