Pendulums usually stop due to one or a number of factors. You can address all of them one by one or all at once if the clock is fully dismantled. When dismantling a clock and cleaning it, you need to make sure all the pivots and bushes that are not worn out are very well polished and free of dirt to reduce friction. I use Autosol on a toothpick for the pivot holes and the same with a cloth and clean out all the residue afterwards but that's probably not the right way to do it. For the ones that are worn, the pivot holes need to be repaired through a process called "bushing". You can find plenty of resources on TH-cam to help you out with that. The gears on a lot of clocks have an involute tooth pattern which helps the pinion teeth to push the wheels in rotation; the gears should be running both parallel to the pinions (the little gears) and at the correct distance to avoid binding and worn pivot holes prevent both of these by a LOT. A thinner oil, like sewing machine oil, helps reduce friction as well. Also make sure the pendulum wire swings evenly and is in beat. I found the wire coming from the escape lever on my Sessions clock was bent in all kinds of ways so it needed to be addressed to kep the pendulum running once the movement is level with gravity (use a bubble level to check in all directions). Another factor might be the pinions. If you have lantern pinions (they look like the little gear is made of two brass caps holding a bunch of little wires in place, called "trundles"), they can slip on the Arbor (the axle of the gear assembly) and get all wonky. Straightening them is as easy as using two pairs of pliers to twist them straight again. Now if the wires are worn you might need to replace every one of themwhich is as tedious as it sounds. I've heard piano wire works great for this. Another factor might be the escape levers. Polishing these with a Dremel polishing wheel really helps the levers to actuate on the escape wheel. Oiling the levers doesn't help as the torque on the escapement is so low that any oil on the levers acts more like a glue than a lubricant. And finally, the mainspring might be dirty and dry. A clean spring free of dust and old grease, freshly oiled, works absolute wonders. The spring slips upon itself as it unwinds, so if it binds the power it's meant to deliver is reduced by a bucket load.
