I have the 6.5 prc in the mossberg precision hunter . It has the predator action and barrel but the stock is a bit more attuned to long range precision. It is by a long shot more accurate than pretty much any other rifle I have ever owned. It also has a threaded barrel for a can or a brake, I have a brake on mine. I would highly recommend this rifle especially for hunting.
Probably not, they are trying to keep most every line of rifle in the budget category and for a company like that it’s just not as cost effective to make left handed rifles. I mean if you want quality in a LH save up get a Bergara HMR, if you want a decent quality rifle that isn’t gonna kill your wallet just buy a Savage. I made the mistake of not paying attention when I bought my last rifle and later found out they offer it in a LH config, but I’ve learned if you slap a bipod on and make some stance adjustments you can really run a RH bolt gun perfectly on the LH side.

Most states out west allow it. Texas, Utah, Arizona, Idaho and Montana come to mind first.
