Akiyuki Shinbo may be one of the most interesting and peculiar creative voices working in anime, partly for the work which is undeniably his-some of the best fight scenes in YuYu Hakusho, the hallucinatory sensory assaults of The SoulTaker and La Portrait de Petite Cossette-and partly for his role as the director under whose guidance SHAFT went from being a second-string helper studio to, well, being frigging SHAFT, mentoring the likes of Shin Oonuma and Tatsuya Oishi along the way. ...which both explains his role in some very mediocre material early in his career while also making it initially puzzling. Shinbo is above all an organiser, and he brings whatever creative energy to the material is desired or permitted of him. When he's cut loose, he and his team go hog wild; when he's just there to keep the ship afloat, he can be very meat and potatoes, with just a few weird touches to let you know he's there.

It was a promo ova for a PC-FX game in the Graduation game series Sailor Victory is in the same universe. ADV basically was selling a dubbed promotional video for a game made for a computer never sold in America.
Yeah but this anime is very well drawn, the animators have a lot of talent, the cell painting reached its peak for the in the 90s, very shiny glossy colors and shading. The perspectives and fight scenes were all very fluid and looked to be accomplished with ease whoever did it, you cannot say that for every anime made. The character design reminds me of Fatal Fury.
