SOLUTION
Click start - run - type in typedate.cpl and run as administrator.

I was getting so frustrated not being able to change my timezone, since several appointments and schedulings had gotten messed up due to my laptop's inaccuracy, but this was SUCH AN EASY SOLUTION. Oh my goodness THANK YOU! Since I got it my computer has had the incorrect time zone and I've tried every Powershell script and manual adjustments to no avail, but this worked instantly (with much less effort, too).

Because they have half as many workers as they should (to maximize profit), and they don't care about fixing such issues because it won't bring them in any more money, and nobody will leave to a competitor over such a thing. Because of this fundamental principle (do the absolute most bare-minimum job to make the most money) AI will never be a threat.
