Wow! I'm Brazilian and gotta say that we have a slang here in my country which might have been mirrored by "chav". It blew my mind because some teens use "chave" to refer to the same kind of people you described. I always got a little bit confused when I would hear this slang around here because "chave" in Portuguese means "key". It makes no sense, but now I think it probably comes from "chav", by a pop cultural influence.
