This is used to strangers when being friendly as well as amongst people who know each other. Women say it to men, other women and children. Men say it to women and children. But men don't usually say it to other men. In the north east of England where I come from a similar word, used in the same way is 'pet'.

The key words here are 'the' and 'a'. To take 'THE' piss/pee is 'to ridicule'. To take/have 'A' piss/pee is 'to urinate'.
