Hi. Yes, tactics symbols are used collectively. To cancel a titan action card you usually need an amount of tactics icons times the number of heroes in the game. So, let's say in a 4 player game (1 titan player and 3 hero players), you would need a total of 3 tactics symbols between all of you, doesn't matter who rolled them.
