After Batman and Batgirl defeat Ten-Eyed Man during a jewelry theft, Bat-Mite gives his powers to the Joker by mistake. He uses his new gifts to remake the world in his own image and starts killing Batman and bringing him back to life over and over again. At the same time, Bat-Mite develops a crush on Harley Quinn and vice versa. Joker even creates Joker-Mite to torment Bat-Mite. Joker deceides to explore Batman's mind before driving Batman insane.

Bro, to me joker's personality would be a huge counter to Bill, Bill is too full of himself to stay calm when someone tries to turn him into a punchline, and seeing Bro get angry is THE thing that would make Joker continue. Like how Woody Woodpecker (love that cartoon) clowns everyone but he only really goes sicko mode when he sees he can get under someone's skin

Here’s the difference between Emperor Joker and Bill Cipher:
Bill cipher, despite his supposed infinite cosmic power, was able to be contained by the natural law of weirdness magnetism. This shows that Bill has limits to what he can and can’t do even at full strength.
Joker on the other hand has shown no limits in his Emperor form, and is only defeated when he willingly gives up the power so he can go back to his game with Batman
