Is there a way where both sheets will be shown when none of the button is selected and then when say, segment button is selected, the segment sheet takes up the entire horizontal container?

you need to make your sheets for segment and state `Entire view`

I guess you have made a bit confusing. This is very simple step and don't require so many actions filters.
