It was intentional. Tim Burton told Danny Elfman he wanted a song along the lines of Cab Calloway’s “Minnie the Moocher” and Elfman decided to take inspiration from “The Old Man of the Mountain” as well.
Okay now that you said that this us what im thinking: When Santa Clause was still not "The jolly fat man" he had Oogie Boogie, but he was just a bag. Then, Santa became SAnTA and forgot about Oogie. So, Oogie got carried away by the wind and landed where he is now. The creatures found him and gave him life, and so he turned on Santa. Santa Clause used to be skinny-er and that's why Oogie Boogie KNOWS him, but doesn't recognize him. Just a thought :/
