This is a really good video! I'm agreeing on almost every city-state. For me, you are the TH-camr with the most knowledge and skill of the game, which makes at very nice to watch and I'm still learning things. Don't get me wrong: I appreciate everyone who makes the time to make videos about Civ 6, but I think I found my favourite one :)
Yerevan in single player: game breaking S+ tier
Yerevan in multiplayer: potentially useful as a city you conquer and assimilate into your empire, otherwise F/D minus tier
As a teamers player it is crazy to see Hattusa on F, but as Confucius once said: 'Who gives a fuck about teamers?' xD

Yerevan is indeed pretty bad, but you can use it to get medic apossols and they do stack with normal medics, meaning you basicly never have to stop healing for more than 1 turn. And it's good for arab mamluk push. Other than that yes it's useles.
There are a few I would move up a tier. I'd actually put Yeravan in D tier because I actually value the medic promotion although I know a lot of people don't. Especially since it's stacks with the healing scientist, medics, and healing waters. It's actually pretty insane on Arabia with mamelukes. The ability to have a unit heal up in 1-2 turns without having a pillage is extremely good; allowing you to push much faster with less units. It also makes it so you're pretty much impossible to push in defensible terrain that you can make a line of units. Although it's kind of a 1 and done like Nalanda. You buy your 1-3 apostles and then not care anymore. It also has the same use case as fez.
Cardiff, unless I'm not understanding this properly you also get +4 power with shipyards. This is really nice if you're low on coal and either have a ton of coal power plants like Japan or are doing a naval push with ironclads/battleships as you'll have to use less coal to power your buildings. It's also pretty nice for going to space for the projects once you run out of aluminum.
Auckland actually makes fisheries a decent tile improvement. With 2 fish it becomes a 5/2 at Industrialization with a full point of housing. It's also worth while to spam them in your maus city to make use of the extra yields since they actually have production. The full point of housing and extra food means you can work more specialists and build more districts in that city. I don't think I've ever built a fishery without Auckland. I still think fisheries are generally underwhelming and I think the BBG team should either give them a base yield of +1 prod much like fishing boats and maybe an additional +1 prod at colonialism like the fishing boat.
Everything seems about right though. Everything has a bit of wiggle room.
Yerevan is nice to have for getting a medic apostle for a mid game war for slightly better pace. Not saying that bumps it up a spot in the tier list, but it's something.

I also have a question about overflow. I saw your video talking about science overflow, which is very helpful. Does city have also production overflow, and how to manage the production overflow when building units with +% policy cards and chopping? for example, building a settler with +50% card with 79/80, and then I wanna chop, does overflow also count for +50%? (I dont think +50% for overflow, but civ without any mods seems count that). is that correct?
what about vilnius and Australia ? getting +5 TS is easy as well . Would u say that each of S city state (except maybe antanarivo) is worth fast amani? (maybe not first but 3rd-4th governor title) I always knew that gold CS bonuses are not that good but still contended for it. I wont do that anymore :P Thanks for guide!
I wouldn't go fast Amani for Antananarivo (gives no value early), Cahokia (you won't have the spare build charges to use this effectively until you reach the feudalism civic and can spam 5-charge builders), or Mexico City (it scales well but does nothing for you early).
Going Amani first is okay to take control of any of the other S-tier city states (excluding Nan Madol if you're not doing a harbor opener). Also, you can open Amani and send trade routes externally to Singapore right away to take advantage of Amani's extra trade route yields in BBG (which is a viable opener due to Singapore's specific bonuses).
edit: also I'd consider going Amani early to take control of Kandy when playing Mvemba a Nzinga specifically. His synergy with Kandy is insanely good, especially since he starts with 5 great work slots in his palace.

Is Hattusa really completely trash? I've found it quite useful when you have those bad games where you don't have Niter or Oil and Hattusa is the only thing keeping you afloat. I think you would prioritize Hattusa higher if BBG didn't allow Encampments to generate Oil at Military Academies (someone correct me if I'm misremembering),
If you first meet ayutthaya is it worth it to grab Amani as your first gov? Or does that delay magnus too much for the bonus culture to be worth it?
It's fine to spend your first governor title on Amani to take control of Ayutthaya. You're effectively getting as much, if not more, culture out of that title spent on Amani than you would out of spending two titles on Moksha for his +1 culture per citizen promotion in the early game (for those unaware: yes, Moksha has this promotion in BBG, not Pingala). As the game goes along, Ayutthaya's suzerain bonus becomes better and better as your civ's production continues to increase. It's common to be earning like 70-80 culture per turn from Ayutthaya's suzerain bonus post-industrialization.
