It sounds like metallic creaking of some sort, like a venting fan that's not lubed enough or something. The fact that it was so rhythmic tells me it's something mechanical.

As a civil engineer who specialised in urban drainage system design, feel qualified to say that we can rule out venting fans, as they are not implemented or installed in drainage systems. Something that constitutes venting would use means such as DWVs (drain waste vents), even if there was a fan, a fan of this would utilise a shaded pole induction motor which lacks the torque to overcome even the slightest of rust, and therefore will not rotate.
Evidence by those gaping holes into the inspection chamber indicate no effort for suppressing harmful gasses such as h2s or methane from escaping, indicating it’s more likely a storm drain, and not a CSO or sanitary sewer.
As for it being a warning about “flushing” the system, ignoring the fact that’s not what a warning sounds like, it’s important to note that the system would naturally reach a deadly flow velocity during any unprecedented time. wether it’s a storm drain it would depend on the time of day or ambient weather, including the fact legally there is no reason to warn people in the system as they’re technically trespassing and automatically are responsible for their own actions. Additionally supervision personnel, spray paint and / or barriers or cones associated with the drainage network operator would be more evident of a flush, yet there are none.
At this point we are running low on potential explanations which is why i think there is a broad possibility of this being satirical-!
That being said, if we take into account its a mechanical sound, from a “machine used to keep the drains clean”, that job is overseen by us engineers of the system before it’s even built to implement the right calculations to ensure the drain can reach Baldwin Lathams’ self cleansing velocity, and not reactivity of machinery. Also, no lifting pumps or impellers sound like this, they’d be much louder and you’d be able to hear the rushing water and feel a breeze coming out of those tool holes.
Assuming it’s real, despite the reverb sounding oddly strange, feel what’s more likely is the following:
      A sound effect
A person in the system doing it, it could be large enough size to enter and make a noise, or blasting a speaker through a road gulley or another manhole connected to this one via pipes or laterals
It could be a chamber concerning other pieces of infrastructure, however the holes would mean water ingress, not acceptable - ?
I was in and out of hundreds of different drainage systems early during my engineering internship, and the topology just isn’t right.

@@BritishEngineerOkay you weren't here though. You didn't work on that sewer in that city in that state. You didn't consider the weather conditions so idk why or how tf someone would be down in the drain like that. Idk why, as a labor worker in any field (I was a welder) you would try to stand at a distance and say you know exactly what it is. Thats what stupid laborers do. And then lose their hand or some shit and you aren't even standing there you're on your couch or something. Like stop dude I bet you're so wrong you'd blush

well it’s just like a swing i walked into that drain and followed the sound then i will found a 450 pound (hence the loud noise) rusty metal moving trapdoor that opens and closes, powered by water filling a a cylinder and the weight of the water pushing it down making the secondary side of the lever pull up the valve causing the water to slowly empty making the valve close again and refill etc. i think the lever needs oiling.

Do you have a photo of what one of these looks like ? It sounded too regular to be random so an alarm sounded right but I kept thinking how could there be alarms where there's so much water. It sounded like a belt driving something like the strainers that pull out plastic tampon applicators and other stuff that's not supposed to be in the sewer.. normally sewers do not have holes in the top like this they're usually solid. I used to live in an Old Mill Town that had covers like this over the Old Stone Archway Style tunnels that took water to the mills for power.
I'd love to know where this is and what the rating is on that great
In my town the tunnel system ran under the entire city and it was so forgotten that the town DPW workers did not know where all the tunnels were or what they were hooked to
I did my final project on the tunnels and went to City Hall and this was back when you could just walk into City Hall and the doors were unlocked and I spent a night there tracing the old paper maps of the tunnels that they knew of and the head of DPW who was in his 60s did not know half of what was under the city and I asked him showing him the maps that I traced and he was not aware of most of them
Later on I would have a doctor friend who was fascinated with the tunnels end started at one end of the city and walked most of the underground and came out at the south side of the city
I tried to go in but the smell of sewer gas was so strong I didn't want to risk it
my doctor friend was quite the adventurous and had a lot of guts to travel through these tunnels
A lot of them became default storm drain and default sewer and a lot of the sewage poured out of these tunnels into the Mohawk River
      Some of them still do
It's really amazing to see how many cities still have raw sewage pouring out and back in the 70s 80s even the 90s they were still the same as they were 300 years ago
The Old Mills had these big Square Towers on the ends of the buildings and one day I went in to see what was up there and it turned out to be a water tank and these bills were before there was Electric and they used to have the water driven pumps pump the water up to the tank to provide water pressure inside the mill
They also had the giant cloth belts that ran 5 stories diagonally from the water driven pumps in the basement to power all of the textile sewing equipment and other equipment
It's amazing to see how engenius they were in making things run before there was electricity and how they build for the water which flowed naturally and how they constructed a huge system to divert the water and power all these Mills
We used to have waterfalls all over the city where the water would go from the top of the city to the bottom of the city at each point there was water wheels and water pumps every place the water would transition from a higher level to a lower level
All those canals are gone now and it is very sad because it was so much history that has been buried and destroyed

Metal on metal, it's a reticulating mechanism, similar to an old pumping windmill on a farm. It would have been an articulating device or devices within the sewer. Pretty loud although

Noah is Neato i walked into that drain and followed the sound then i will found a 450 pound (hence the loud noise) rusty metal moving trapdoor that opens and closes, powered by water filling a a cylinder and the weight of the water pushing it down making the secondary side of the lever pull up the valve causing the water to slowly empty making the valve close again and refill etc. i think the lever needs oiling.

That, my friends is an M15A Gamut Sewage Flow Gate. The deep, terrifying screeching is a large copper brush meant to scrape and screech to alert workers of any change in flow or stop of flow. These gates are huge. Upwards of five feet wide and usually 600+ Kg.

It’s a large inert piece of metal that *May* have some control arms on it, but other than that, it’s just metal. Sewer systems are usually well maintained and hearing something like this, While uncommon, is possible.

Sounds like a self cleaning screen for a combined sewer overflow. Its a mesh screen with a big Archimedes screw that slowly rotates so scrape off solids to keep the screen from pluging up. The sreen stops solids from passing through the overflow weir and into the stormwater. Look up "heliscreen" other rake style designs exist.

That sounds just like the door on one of the output drain that dumps into the river next to my back yards... It doesn't take much water to make that door, which looks like it weighs like 1000 lbs to move about an inch or two open to almost closed.. when I little bit more water flows, I can hear the heavy cast iron door closing in my basement walls, "ping" followed by a feeling and thump of the metal door hitting the rim... It took me about a year to figure out what the heck that noise was... and actually found it by accident, walking the river with my dog through all the wooded crap.. only to come across a huge concrete structure, and mounted on the front face was a hanging metal cast iron door.. and it would squeak making one sound when pushed open by the water flowing, and then a different sound when the weigh caused it to swing back to the closed location, on the cantilevered hinges... I hope that helps... Here is some additional info.... My buddy, live about 3 to 5 miles straight down the road from me, on the same road... One night, I was leaving his house, and we were chatting for about 20 to 30 minutes just leaning against my truck, and the sewer lid, had holes in it, and it had rained and sprinkled minutes before were started chatting there, and I could hear that squeaking all the way down there by his house through the sewer tube.. Now, he doesn't feel or hear the thud or thump sound or vibration from the lid that far away.. I can only assume that sewer pipe is straight down the street all the way to his house and why he can hear it on the man hole cover holes too. ? Just assuming, as I do not know the layout of the drainage system there.. But, until I discovered that lid at the river, >>>YES

I seen some people say it is an alarm, but it isn't because alarms don't have that type of tone, and they have a digital electronic sound and not like this. This sounds to me like some sort of door that is in need of some well lubrication... However, I can only think of 2 possibilities of why the door would be moving in the first place, 1 a breeze happens to be moving a small door that's probably in front of, or at least close to an open. And 2... Probably some person bored out of their mind that happens to be in a sewer, so they're creaking door and or a homeless guy, passing his time by late at night, when it's cold and he can't sleep, so he does that to distract himself... But then that poses the question of who in the right mind, would be in a sewer in the middle of the night, in the middle of winter, creaking a door cause they're bored....
