I never paid enough attention to it cause it was overplayed and just became background music. I also just learned from reaction videos that the background singers in Billy Idol's Eyes Without A Face and Peter Gabriel's Games Without Frontiers were also singing in French. It probably went over my head cause I was still a kid in the 80's.
The hands and arms gesture is the formation of the letter "S" in The Safety Dance. In the music video of "I Like" they do the hand and arm gesture of the letter "I" followed by the lower portion of the letter "L" to make the letters "I" and "L" in "I Like".

That is where they got this idea. This band is from Canada where it is a good thing to where hats in the winter. In opposition to this, they refused so they called themselves "Men Without Hats".
When this song came out, in 1982, I bought the vinyl 45 of this song, and the album of "Tommy" by The Who. One is obviously more majestic and classic -yet, I have no shame to by this song. My slightly older brother has commented that he found the Dawaf Jester to be annoying in the video. I clued him in that Mike Edmonds (now 80 years) acted in several roles in Star Wars films, "Time Bandits", "Who framed Roger Rabbit". and Harry Potter films. My brother never got as deep into Geek media as I did.

I always thought this song was about promoting safe sex, and that is what the "safety" part meant. 🙂 I was never a hard-core punk rocker or mosh pit guy, but my friends and I would pogo and faux slam-dance (more like chest bumps today) in the 1980s when some new wave/punk songs came on in the college dorms during parties (like the Ramones or Sex Pistols or Devo or the Clash). And every once in a while, we accidentally knocked someone off balance and onto the floor. 🙂

I also loved James Griffin who was also a fantastic singer, songwriter, musician who just could never get out of David Gates shadow even though he wrote many beautiful songs. Sorry to point this out, but I have to. This was the second band I ever witnessed getting booed off the stage before they finished their first song (in a full stadium.) The lead 'singer' could not sing. He could not even stay in the same musical key for more than two or three lines. Computer software made this band sell-able.
