Depending on weight, the sterling roll off in this video is under 26,000 pounds. Meaning a regular driver license. Tow trucks use the same wieght class trucks fitted with a roll off flat bed.

the truck is a freightliner and if you mean the roll off unit manufacturer the brand i always use for my trucks is the HREM inc they make stout units
