I'm guessing they only gave Rumble a unique FOC model so that he could work with the Leaper's animations when used as a minion. Frenzy only appears once, doing his WFC animations, so he doesn't need to be re-rigged.
5:05 for the WFC Decepticon Car Soldier the soldier can only appear if you just walk into the VIG versions, as for some reason they would ragdoll to the Decepticon Car Soldier and just disappear like how you kill a enemy or just explode into pieces depending on what you do to the VIG soldier.
