Only a selected few knew what they would be facing and were part of "Operation Watchdog" that meant they were to observe how effective trained soldiers would be against the BOW's. In short, Umbrella sendt their own spesial forces teams into the meatgrinder to see if they would be able to adapt to and counter the zombies. Watchdog teams would report back and the reports would be used to convince bioweapons buyers that the T-Virus was a good investment. Since the novels were not made by Capcom, it is not canon. But the game do say more or less the same thing.
This opening is a masterpiece. Really shows how horrible and fast Raccoon City fell. All of this may have been prevented had the surviving members of S.T.A.R.S's stories been believed. If only Chief Irons was found out for his corruption sooner. If only William Birkin hadn't pulled a gun out and caused Agent Martinez to shoot him and caused the whole outbreak. This whole mess could've been prevented.

Merc sergeant: Let's move, gogogogo! *back to police* SWAT Officer: Fire! Police officer with shotgun A: Come and get it! Swat A: Son of a...! Swat B: They're everywhere! Swat C: Don't give up! Police officer: There are too many of them! Police officer with shotgun B: Don't hold back! *zombies make it to their line and proceed to eat them* *cutaway to 2 mercs patrolling an office building* Merc A: Where are they? *elevator arrives delivering zombies* Merc B: Huh? They fucking throw 4 grenade and killed no zombie just a broken car and hell the police unload rounds after rounds onto the zombie althought one of the zombie did fall down i wouldnt say that count as a kill

I would imagine fear would override their logical thought process. That and hours of gun training, shooting at center mass versus an expert headshot.
