In the novel by S.D Perry called "Resident evil Nemesis" the USCS was not fully briefed on what to expect. They were sendt in to "Assist with the situation and help evacuation efforts". Only a selected few knew what they would be facing and were part of "Operation Watchdog" that meant they were to observe how effective trained soldiers would be against the BOW's. In short, Umbrella sendt their own spesial forces teams into the meatgrinder to see if they would be able to adapt to and counter the zombies. Watchdog teams would report back and the reports would be used to convince bioweapons buyers that the T-Virus was a good investment. Since the novels were not made by Capcom, it is not canon. But the game do say more or less the same thing.

I would imagine fear would override their logical thought process. That and hours of gun training, shooting at center mass versus an expert headshot.

Umbrella/merc command: All units, proceed to Richmond and Victoria. Merc Section Leader: Allright, stick to the plan. Merc grunt : Let's do it! Merc sergeant: Let's move, gogogogo! *back to police* SWAT Officer: Fire! Police officer with shotgun A: Come and get it! Swat A: Son of a...! Swat B: They're everywhere! Swat C: Don't give up! Police officer: There are too many of them! Police officer with shotgun B: Don't hold back! *zombies make it to their line and proceed to eat them* *cutaway to 2 mercs patrolling an office building* Merc A: Where are they? *elevator arrives delivering zombies* Merc B: Huh? Merc A: Where did they come from?!?!? Merc B: Nab them!!!!! (not 100% sure on nab) *merc getting ambushed by zombies* Doomed merc: Goodness!!!! *explosions* Merc with grenades: Take this! Die!!!!! *cutaway to another doomed merc utterly surrounded* Merc fighting his last stand: You want some more?!? *says as he empties his clip to no apparent effect* That's the best I can do, hope it helps!

Los zombies de los juegos de resident evil no se mueren con disparos a la cabeza, esto no es the walking dead o cualquier otra pelicula. Los zombies de resident evil mueren unicamente por decapitacion o incineracion. Lean los pinches archivos del REmake del 2002. Si los zombies desaparecian en los juegos clasicos(PSX) era por falta de recursos en aquel entonces.
