Well things were a bit different back then. Both Toro Rosso and Red Bull were designed by Newey, but difference was that Toro Rosso had Ferrari engine which made it one of the faster cars in a straight line. At Monza 2008 qualification they got P1 and P4.

Even in todays grid drivers like Bottas or Ricciardo who are very good with multiple race wins but they will never win a championship. Barrichello was important for Honda and Brawn gp. I'm thinking that while there was for sure some political string pulling in the 2000s, it was nowhere near under as polarizing or under as much scrutiny as it is now (Especially when you consider Social media was not even remotely a influencial force that it is today).

Incredibly nobody has mentioned Mark Webber so far! He made a few moves in the 2000s but his move from Williams to Red Bull was the most significant, as he and Coulthard together matured the Red Bull team, and their efforts plus that of Newry and Horner made the team ready for championship when Vettel joined.

I know about the usual fortune making companies, they are the same in F1; they deal with contracts and look for profite: even a legend like Michael Schumacher has been chomped by Montezemolo and Ferrari for Raikkonen (started back in 2004/2005), same happened to Vettel lately (2019) at Ferrari ... McLaren (Civil war drivers, Spygate) and other teams, such as Renault (Crashgate my multi-million-pig Briatore), Red Bull and the sister team (Helmut "burn my carreer" Marko), Mercedes (favoritism to Lewis, I need 50 mill, a share and "Bono my Valttery is gone") This is how all teams treat their drivers and many drivers "their" team, they all don't care about anyone, they just care about the figures, if in the end the deal was worth it ... Both parties end to be humble and sportsman when it comes down to the money ...

If mid-season changes count, then the 2010s would be a good one. Hamilton to Mercedes, Max's mid-season promotion over The Torpedo, Seb jumping to Ferrari, Alonso's return to McLaren only to fight Honda engine reliability more often than other drivers (and an Indy 500 bid that saw his substitute driver punt Pascal Wehrlein onto his side at Monaco), and Leclerc to Ferrari after one year at Sauber come to mind
