Depressing to watch. Does the Austrian military need much investment? It is in the European Union and is surrounded by N.A.T.O. and they are neutral. Although the Swiss exist so you have a point. The Austrian bureaucracy was considered very advanced and successor states would adopt their methods...it has been a hundred years though.
It does, if you're a neutral country you have the responsibility to make sure you can uphold that neutrality. You can not do that with aged equipment and ever-decreasing funds.

All of Europe, apart from the Swiss, is in N.A.T.O. or the European Union (Leaving out Eastern-European obvious stuff.) so Austria has good diplomatic ties with all it's neighbours. No-one is going to invade them or threaten them because it is politically infeasible and unnecessary. If Austria just got rid of it's army nothing will change (I do not advocate this because I support the restoration of the Austrian Empire.).
