      I figured out you can lose the penalty to diplomatic reputation for diplomatically annexing subjects via an issue in parliament, I imagine it's not that useful after a certain point (especially if you have the nobility estate) but still worth considering

    Actually, the byzantine/angevine parliaments are not only not weaker than the normal ones (those without the max parliament seats modifier), but much stronger, as you can assign as many seats as you want. You just aren't forced to do it up to a percent of your cores, which means you don't have to tank your absolutism each time you core a lot of provinces.

    As an unreformed religion native, reforming religion also gives you T1 reforms of a country you reformed from and gov progress equal to the rest of reforms, so you can reform from the british / Scotts to get the OP parliament

      I mean when I play eu4 I usually just go with accepted cultures instead of converting cultures, by the time you have empire rank all the cultures within the culture group will be equally accepted

      ​@@christianwhite8877it's plainly the most efficient way to play the game really. Converting cultures is only really useful if you're trying to do some kind of ethno state RP or you're in the absolute late stages of the game and flat out can't accept any more cultures.

    the byzantine parliament is technically is the roman senate but in a very weakened form because no one really cared what they wanted since all the power was pretty much with the emperor and it didnt matter when the entire empire was literally just constaniople

    2:14 I don't play around of it as much as it should but i did try it once as Siena, i give Nobility all the privilege and all the loyalty it could ask for before i use Parliment to increase my land share by removing the now powerful Nobility and leaving only diminished Burgher and Clergy.
    Just one issue, if you playing vassal not having nobilty estates suck.

    Emergency Impressment Act instantly increases the number of sailors and could have been very useful in multiplayer but apparently it easily overflows just by adding few modifiers to sailors as GB and the effect changes to LOSING sailors. It's really annoying, I just lost 200k sailors during the war with other players.
    It's a shame because if you can use both the instant conscription of manpower and the instant conscription of sailors, it would be very powerful. I need Paradox to fix it.

    parliaments also can give some crazy buffs to the city they are in , you get more tax and specially more trade power , so just give all of your trade cities parliament sits and its not like bribing them is that hard or damaging

      Production does give more money from the trade good of the province, indirectly it does give you more money from trade

      Goods produced and base production both increase money made from trade goods (including gold). Base production also has an affect on the trade power value of the province. Production mostlikely in this case just acts as a type of multiplier for it. as I said before production, indirectly improves money from trade

      What you’re saying is mostly correct, except that there is no “production” modifier.
      *base* production increases Goods Produced by a flat +0.2.
      Goods Produced * the tradegoods’ value = Trade Value, which is what gets added to the trade node.
      Trade Value * (100% + Production *Efficiency* modifiers) = production income.
      Workshops modify production *efficiency*, and do not increase trade value.
      Also, I did leave out some things - such as autonomy - but they aren’t relevant in this case.

    The parliament/senate via the Russian mission tree is uber broken. You can have unlimited seats with no downside aside reduced absolutism. Because all you need to do is press one of the power buttons and all parliament/diet actions instantly pass. No need for bribes, corruption or anything. Its quite literally a rubber stamp politburo. And the absolutism is also easy to overcome as Russia can easily reach the lowest harsh treatment cost of 8-12 mil xp.

      As far as I'm aware you can still get that reform if your a republic as Russia, this means (if done properly) you can become a monstrously powerful republic as Russia (also just a side note of Russia as a republic. The best republic reforms that Russia can have come with a long amount of time for each term and come with lots of max absolutism. This openly gives the option for the political dynasty reform along side sortition, this makes a Russian republic a very viable option for a world conquest)

    Also worth noting Poland and Russia have a few unique debates from the Governing Senate reform and associated mission. They're all very nice and ripe for abuse if you have the reform to swap in and out of parliament.

    I love parliament. I don't care for the most efficent plays, I play for fun and I love the batshit crazy idea of being a super tolerant republic in 2nd century (I play with Extended Timeline mod)

    I looked into ways to get parliament as a republic on the wiki. I found out that Venice has a mission that gives access to a reform that improves stuff slightly for trade and gives you access to parliament (no estates are removed from taking it according to the wiki. It also says it doesn't require the Venice government reform or even staying as Venice, all it says is you need to complete the mission to unlock it). The problem however is that you can't reform into Venice and there are not enough reasons to chose Venice if you want to become Italy, however it at least can be said that you could still become two sicilies and Sardinia-piedmont before you become Italy (the question remains however if the reform is worth it do to the vagueness of the missions)

    I always give myself a parliament
    In exchange of nothing you get a bonus to every province with a seat and it gives you stuff like extra colonists when you pass acts.
    Like, not only is it great RP wise but it is also amazing in general.
    Edit: i have to add that in my last game I got rid of the nobility, the clergy and picked up something that made the burgers dont raise up when i take land from them so I was able to have 100% crownland

    I never assign seats and I just let the game assign them for me to cut down on micro and on the bribes required - is this horrible gameplay?

      The chance to pass issue only comes into play if you want to wait a while before getting it passed and also there's a chance it will fail and you have to do the whole debate all over again.

    I usually use the parliament as the Moghuls, because you also got the rajput estate and can get most noble priviliges from them if needed and you basically just lose possible 100 gov cap. So no real debuffs, but some strong buffs from the parliament.

      The problem is that while it is similar to a normal type of nobility estate, the parliament might not consider it the nobility estate for the purposes of issues in parliament (I don't know if this isn't the case, but it's something at least worth thinking about)

    Do you think it's worth having parliament as a monarchy if you have to remove the nobility for it and you don't plan to colonize?, I'm just asking in advance for future playthroughs so I can figure out if it's worth while

      Depends on your colonial playstyle: if you want to colonize and not fight other Europeans, probably worth it overall, but if you want to fight Europeans you would want the manpower and other buffs from Nobility imo

    Is it possible to have -100% dip annexation cost, allowing you to instantly integrate huge PUs? Like, once I was playing as PLC and I got both Bohemia and Muscovy as PUs and it took sooo much time to integrate both of them as I was playing as the "Unite all Slavs and annex Eastern Europe, Middle East and everything that Russian Empire owned", so I _had_ to annex them.

      yea dip annex cost is capped at 97% roughly meaning you can integrate a vassal for 0.1 diplo points per dev

    I don't play EU4, and I don't have a device that can handle the game anyway. I do watch a lot of politics though. Long story short, I was confused with how weirdly detailed the statistics were and why you're talking about a "parliament mechanic" like it's part of a game (because it actually is). However, lets just say that I was quite amused after having realized that you're actually just talking about a game and was not, in fact, applying game-like explanations to real mechanisms and forms of governance, LOL.

    Out of curiosity what dlc is needed for that republic reform that gives parliament or do you not need any dlc for it?, Either way it would be an amazing choice for a milan to Italy play through (though it would be recommended to form Sardinia-piedmont for the admin efficiency mission. Tuscany for either the ideas or the diplomat. and two sicilies for the tolerance of the true Faith, if you also stay an Ambrosian republic you not only united the best parts of Italy you also create what would be almost an Italian equivalent of a utopia from around when the game takes place because Italy would be an Italian republic that cares about the wants of its people)

      I am not sure, I am too much of a paradox fanboy for Eu4 (I bought like the last 10 DLC at launch at full price so I don't know what's DLC and what isn't, I am the wrong person to ask)

      Either way I think this would be the best way to play Italy as a republic, and stuff like the admin efficiency and tolerance of the true Faith would create a very stable and strong republic in the long run (while the tolerance of the true Faith wouldn't be exactly the same as unrest reduction, it would have mostly the same effect on all provinces of the nations religion)

    I have a few questions. As a republic If you get parlimentarism with the intention to later get federal Senate How long/short could this take (assuming you don't change any reform you chose) without any exploit. Would it have much of an effect on parliament when you do the switch, and what would be the best/fastest way to get parliament in a world conquest as a republic? (assuming you first go with the standard admin diplomatic and religious idea groups, or perhaps make an exception for one of them to get plutocratic ideas early for the reform progress growth)

      I would hold off taking it until you get the last reform, as yes you do miss out on time with Parliament, but I find in practice I would value the gov reform progress and hence gov cap more.

      Fair enough. Though if you do get plutocratic ideas early and use parliament often enough for reform progress/reform progress growth, you could rapidly get reforms done (yes it will hurt reform progress from estates, but some issues in parliament that you can pass give both reform progress and reform progress growth for a while which if I'm not mistaken stacks with the reform progress growth from high Republican tradition) I do see your point though that it wouldn't be worth it (though in my opinion it probably is worth it if you chose to stay as a republic reform that lacks the nobility estate, but it would be very difficult for a world conquest)

      @@christianwhite8877 I mean if you are going for a World Conquest, the big Parliament buffs are utility ones in terms of one faith conversion, one culture builds or dip annexation cost ones, and here I won't recommend Pluto anyway.

      @@BigWarthog i am talking about the "City Demands Seat in [Root.Owner.GetParliamentName]" event. this one either gives the province a seat in the parliament or you lose 1 of each dev in the provinde.
      edit: this event lets you break the 8 seat parliament thing for byzantium

    i got 1.2k hours but still don't understand why people love having many estates so much ("don't do that cuz you'd loose nobility estate") beside the +1mil and 100 governing capacity what are they brining ?

      I mean those two things are already pretty good, but you do also get manpower recovery speed, land maintenance and even free generals: also nobles sometimes let you annex without dip penalty from estate agenda, or gain 50 admin for expanding a province (free monarch points good)

      ​​@@LemonCake101 I'm not great eu4 player but if I good remember main diffrent between Polish parlament and normal is that we don't lose nobility state and due to mission we gain access for revoking priviliges no matter hov mad estates are
      Also one of better parlamentu issues is 5% crownlands change my mind

      @@mortar1392 no fair, but both of those don't change parliament, more change the things around it if that makes sense. Parliament doesn't inherently mean no nobility, just some privileges that give Parliament also yeet nobility.

      @@LemonCake101 well, I'll try. but try to control your speech. your content is relevant and intriguing for us EU4 players, but for me, a non-native english speaker, its complicated to stop the video to understand what is being said time and again.
      And I'm sorry if I was a bit too direct in my first coment. I was watching a couple of your videos and I confess I became irritated at the time with this issue.

      @@KhalerJex no worries and I understand that tone etc is hard to convey in comment form, I find its also a better mental approach to take all that kind of stuff at face value.
      In fairness, I do see it, and I do try to slow it down as it where for preventability sake, but I do see how it can be annoying and it is certainly one of the things I hope to get 'better' at as I make more YT videos, and beyond.
