It was always apparent to me that Peeta immensely contributed to Katniss‘s image as the Mocking Bird. While Katniss‘s actions were mostly rebellious , Peeta managed to make the people like her more, be more emotionally attached to her. If it weren’t for Peeta, Katniss would probably just have become a terrorist or a martyr in the public’s eyes. Whether he did that consciously or not (I think both), it was never Katniss alone who tore down that system. And that’s what I love so much about this series.
Another bit of commentary I love from this scene (didn't notice it myself, but saw another commenter on a reaction video somewhere point this out) is that the Capitol citizens are totally content to let children fight to the death, but as soon as there's risk of harm to an UNBORN child, specifically one inside a woman who they're invested in controlling as "their" little star ... suddenly they're very interested in saving THAT nonexistent child. But not poor ones that already exist. Interesting how that works :P
And I feel he also asked if he had something to apologize for, remembering their last interview, where she tore him a new one because of what he said 😂❤
I actually love how he did this coz everyone knows how pure Katniss is & they know the furthest they’ve gone is the arena kiss haha. Also what do you MEAN THE TOASTING IS BOTH OF THEIR CHARACTERS MAIN THINGS 🤯 literally stop it right that now, it’s actually genius. His speech is his toasting to the Capitol AND the rebellion hahahah. I’m screaming. BUY WAIT: He burnt the bread and crossed the threshold OUT of his house for HER - like willing to step down from his “good Townie life” for her. Then went against his mother’s will to give her the bread instead - breaking ties w her even in that moment like Katniss’ mom would have done for her dad when Mr Mellark was courting her. Omggg. I also lowkey love that Peeta probably knows one of her biggest fears is raising a kid in this particular world. So he’s using that as well to wake Katniss up to fight. He’s essentially saying, “I’m with you & there’s nothing that is going to stop me from keeping you safe” & he’s accomplishing SO MUCH. So gooood. I think he asked if he needed to apologize coz he wanted to ensure he didn’t cross a line talking about kids - like he didn’t want to trigger her or make her feel forced etc. he is being an actual grown man, owning his actions, but also himself in ensuring she’s ok. Also that guilt she feels at the end - coz narc Gale lol.

Quite similar to our own world🫠
Just like the "pro life" crowd irl!
I love his reaction after he says it. Dude was playing 3D chess from the jump.
