    Seems like the foreign tourist threshhold calculation is using 200 as a multiplier in Rise and Fall based on the contents of the "expansion1_globalparameters.xml" file which sets TOURISM_TOURISM_TO_MOVE_CITIZEN to 200. This tracks with En Keksi Nimee's report (8 civs with a threshhold of 1600). The base game does, indeed, still set it to 150 in its globalparameters.xml file.

      Ah, this makes sense, thanks for finding that out, that seems to solve the issue! That would also explain why the games that I had saved from a long time ago followed what I had originally found.

    I've only gotten a culture victory once... when going for a science victory

      I got it by accident going for a domination...seems in my conquests I managed to get a good number of great works, and both greek factions were in the game and had built their special theatre districts at every opportunity, so I inherited a lot of culture

      Once had a game where I was making like 300 culture by turn 150 (some crazy Russia shit going on). Still lost the culture victory because my cities wouldn't grow to a population where I could make theatre districts in time, and China beat me to it.

      CaptainMcSplash me too. it takes a lot of
      time to get a diplomacy victory, and there’s not much to do in that time other than go for city state quests, build districts and build wonders. A lot of the time, those things simultaneously give you culture

    Our world is a game of Civ6 which the Greeks won cultural victory in 250BC and the game continues to be played

      I'd argue the Romans won. There's influence of them in virtuall all of the ocident, including a huge, huge part or our law codes.

      The AI is nuts to acquire those. I had one give me horses, which allowed me to rider spam to victory.

    I find Culture Victory the least synergetic, and that really bugs me. Your video (amzing info, btw, thanks so much!) made that very clear for me. I mean, what does Foreign Tourism get you except for "Victory Points"? What I mean is:
    - with Domination, by forwarding that agenda, you get lands, cities, resources and a trained army - AND cripple your enemies (glad for the Loyalty introduction, Domination was overpowered);
    - with Science, you get better buildings, better yields from improvements and overall advantage towards enemies;
    - with Religion, you get extra bonuses which vary according to the beliefs - lots and lots of gold, culture, science, or combat bonuses near their cities, etc.
    In all cases, the "Victory Points" come with benefits that go well beyond just that victory type. Not so with Cultural Victory. Tourism gives you nothing. Boosting culture does nothing for Cultural Victory (unless you consider that Theater Squares give culture and Great People Points at the same time, but really, that's more incidental than anything else).
    I REALLY wish Foreign Tourism did something else for you - gold per turn, be more appreciated by the AI, imposing greater war weariness if they were fighting you, interfere somehow with loyalty… there could be policy cards to deal with that, or governor abilities, or leader abilities… it’s such a silly mechanic as it is now!
    Anyway, just wanted to rant a bit. Culture Victory could so much more fun than just getting to a good point and then start building stuff for the sake of victory points only.

      Yes, there was very cool mechanic in CiV V, where more of tourism you had, CiV you were fighting with was easier to pacified. I also think that tourist victory should do something more. I was playing yesterday with my friend, and it is impossible to win cultural with another human being, because he know how to defend against this, and when you are going cultural and fiend is going scientific - guess who would win?

      i have the same feeling towards culture victory. it's basically mind my own business, build more theater districts, and figure out the dumb mini-game of finding empty slots for great work. I pay zero attention to what AI is doing, which is not the way I want to play the game. I think CIV6 tries to be more "friendly", less violent, but is rather superficial

      the passiveness of the culture victory is what differentiates it from other strategies. because it is so passive you dont appear as a threat due to your massive production or money or religion. Many other strategies wont see you as a threat. which is absolutly key to the culture victory.
      it is a sneaky victory condition that just pops up and ends the game with most people not even realizing it.
      this can be incredibly frustrating to the uninitiated. but it is also incredibly fun to attempt to sneak away with a win against dueling dominators, science rush luck, or the odd religious victors. All who have to oppress other civilizations in order to gain benefits. the culture victor only needs to go unnoticed!

      I agree. An added bonus when you "defeat" a civ culturally, their cities should be easier to be flipped, or, their government is under pressure to change to your government type, thus speeding up foreign tourist total.

      I remember that in civ revolution, you could flip cities if you were more advanced in culture.
      Maybe they could add some bonus to the loyalty of your cities if you had a strong culture

      Yeah, I'm kinda disappointed with Civ6 - it doesn't feel like you're playing and thinking strategically - instead you're busy deciphering some equations you have to solve and there is only a very limited set of right answers. You don't play the game - the game plays you. Compare it to chess - simply, clear rules, an infinite amount of paths to either victory or defeat, and is a hell of a challenge against AI - without hidden bonuses, unfair advantages etc.

      @@OlegLecinsky I’d say that civ 6 is a lot more diverse game to game compared to civ 5 because environment plays a much bigger role in civ 6. It is a lot more complicated for sure but also a lot less predictable. It’s much harder to force a certain type of victory in civ 6 compared to 5

      @@andreidanilov9925 It's more diverse because there are more variables to take into account. That's what I mean when I say it's more complex. It just takes more time - much more time - to master than previous games. But in the end it's just the same, you only have to spend more time learning it. I never put a minute of my life into watching videos about Civ mechanics before, and I play this game from version 1. The fact that I have to waste a lot of hours of my life learning gazillion of rules is what I don't exactly like.

    Nice, thank you for shining a light on all of this!
    It´s a shame that there are so many things happening "under the hood" that aren´t shown or explained anywhere in the game(at least not that I´ve found) cus I really like playing for the peaceful victories but it´s hard when you´ve got no idea how you´re actually influencing/progressing your victory.
    Now to write everything down in an excel-sheet or something XD

      No problem, glad I could help! As much as I love the in-game civilopedia, it does a very poor job of explaining anything more than just surface-level stuff. Maybe after I've finished the in-depth series I'll make a massive spreadsheet of how the game works!

      @@TheSaxyGamer please do not share the spreadsheet, in my opinion this game the behind the scenes fun is discovering all the nitty gritties. so i think it is good for the civilopedia to remain as surface-level. Instead id like more of a history lesson: I actually read the historical contexts and i love XD! Thanks for the guides, i had already seen more than 70% of this victory playing the game, like when you go at it several times of course culture serves at defense, didnt knew the math though, thanks for that, but a directional guide as to how mechanics work is always welcome. But actually you yourself finding it and then talking with others what they found IS the real fun behind theese kinds of victory.

      @@HaHa-cj9yd no no, I don't meant to be like that. I personally search civ Mechanic that I don't know by going to wiki on internet, not only civillopedia. And I think it's the perfect platform to know game Mechanic (Fandom/Wikia). I did the same with other games like Sea of Thieves, etc. It's more rewarding to learn something by searching it urself, on resourceful platform.
      By that spreadsheet I think it wouldn't be enough since it's community curated, not full like the wiki on internet. I just don't want to ruin other ppl experience, like the OP said.

    One thing that's different (I think, looking for clarification here) about tourism victories compared to all other victories is that only in tourism victories do you benefit from having more of your opponents not be eliminated. In domination games, you obviously need to take the capital of everyone else, and by taking the rest of their cities you benefit from 1.) having more cities and more resources and 2.) don't have to worry about someone you've already taken the capital of reclaiming it while the bulk of your forces are off conquering elsewhere (tip: don't take the last city- it causes huge penalties. Instead, plan to have his last city be one near a CS you are suzerein of, use ranged attacks to get the city down to 0 health and let a CS unit capture the last city.) In religious games, each civ you eliminate is one less civ you need to convert - I find the easiest way to win a religious game is to kill the other three civs that found a religion and spread to the remaining civs more-or-less unopposed. In science games, by eliminating more civs you get more resources to win (more cities for more campuses, etc.)
    In tourism games, however, you do get stronger by having more cities and the most efficient way to get more cities is to conquer them. BUT, each civ you eliminate is one less civ you're getting foreign tourists from. So let's say I'm making an average of 100 tourism per turn per civ, This means that I'll gain another foreign tourist from each civ about every 12 turns (this is assuming that the 100 tourism per turn is an average against the remaining civs and that figure is after all modifiers are applied.) If there's 5 other civs remaining, I'll get 5 foreign tourists about every 12 turns. If only one civ remains, I'll get 1 foreign tourist about every 12 turns... right?

    I started with the original version (DOS) of Civ and have progressed through each version with an appreciation for the changes that generally made the game better over the years. As I dig deeper into this version of the game, I'm finding it requires much more planning than Civ 5, which is still my favorite. I am in the mid to late game stage of a cultural victory target and I was wondering why I wasn't making ground. Now I know what to look at and tweak to finish this game up. Thanks for yet another informative video.

    I played civ rev on 360 as a kid, moved up to civ v and like everybody, enjoyed that for a decade, and then got to 6 after it had all of its dlc complete and felt so alienated, these vids help a ton. Also, they update the game often, changing the meta essentially, thats new to me

    My culture victory strategy->
    1)Early game-Build as many cities as possible,focus on money and production early,but build if you can some holy sites too
    2)Build wonders that help with city growth or culture(avoid those that give science or army boosts)
    3)Focus on growing your cities and expanding as much as you can
    4)Build theater squares
    5)Trade money for amenities or great works
    6)Build a mix of art museum and archeologists
    So on every1 do these things regularly but these are the important tips
    7)Build intelligence agency on gov plaza and get spies early on
    8)Use spies to steal great works from others
    9)Build/buy archeologists and try to theme your museums
    10)Build some MUST build Wonders..Cristo Redento and Effeil Tower are OP for culture..Hermitage and Bolshoi theater give you some slots for ealry musicians/artists.Especially Eiffel Tower gives +1 appeal to ALL tiles within your civilization,making it pretty easy to spam national parks
    11)Remember i told you to build Holy sites early on?Thats because you are gonna need the faith to buy the naturalists..
    If you take all these steps,you can win in about 1800-1900 A.D on king diff..I know king difficulty is easy for most people,but thats because every1 goes for domination victory.If you try to win peacefully(f.e by science in king),you can actually get rekt even if you are good player..

      Curious how you get rekt whilst going science? Science is half the battle. If going for a science victory you should have good units and production, more than enough to defend yourself.

      @@brandonreyes8506 i sometimes get rekt going for culture victory..I dont do diplomatic victory cause its boring,and religious victory is tiring..If you go for science victory at least u can defend yourself due to higher technology...Culture on higher difficulties though is hard(my record is australia on immortal,i havent beaten deity on culture yet with no wars)

    Just won my first deity culture victory vs 5 opponents who were also all culture civs.. Quite thrilling :) Didn't know any of these numbers and details, just went with the flow, building and grabbing everything and anything that mentioned tourism xD

    Been playing this one match for 2 weeks. I started on my own continent, had no clue how to do faith, and I didn't know much about science, so I went for a culture victory. The problem?
    Well, one of the civs is China. They like building wonders. They don't like people with more wonders than them. I currently have over a dozen, china has one. I can't go 40 turns without being a war with them.
    Then there is Norway. He like big navys. I built a big navy. He still hates. I send a spy, and sure enough, his agenda is that he likes people at constant war. Early on, I always made peace with nations as soon as possible, as long it was free. He also hates the fact that I don't use the same gov as him. He is still monarchy, and likely becoming a communist.
    Greece (City state guy), dislikes me. I honestly don't know why. I don't steal suzerains from him. His hidden agenda is fun loving, which he likes me for. And yet he has still denounced me and even declared war once (along with Norway and china).
    The only one that likes me is Rome, and he has the wonder loving agenda. He only has one wonder. HE SHOULD BE HATING ME!
    I'm now on turn 410 and I am 4/5 the way of winning the cultural victory. How I'm still getting it, I have no clue.

      Kinda late, but if you click on the heart button in the diplomacy screen you can see all the modifiers affecting your relationship (provided you have any diplomatic visibility). Having a net positive number will cause your relationship to improve over time, which is shown in the bar on the top of that screen. That should help with explaining why someone dislikes you. It’s also worth noting that being close to winning will hurt your relationship.

    The governments really end up helping your tourism anyway, since you typically want more economic policy slots as the tourism related policies are mostly economic.

    First time I ever tried a Culture/Tourism victory, I was Pericles, so I thought it was a perfect fit. I was on King difficulty, and I'm spamming out Wonders left and right, was getting just about every Great Works Person (Art, Writing, AND Music -- I think the most points per turn any AI was getting was +1, for any of them, so I was able to easily outgain them -- in fact, I couldn't create slots fast enough to hold everything), got to Flight as fast as I could, and was Suzerain of all but one City-State for most of the game. I was thinking I had it made, but I could just never close it out. It wasn't til later I realized Philip had been in the game and was sending like 5 Apostles per turn to pretty much every city on the map, which was converting everything away from my religion, even though I had tons of religious pressure to the other cities on my same continent. Then I realized what a dick Philip is and why it was so hard to win that game.

    I always get Reliquaries and try to get an early game relic either directly or by trading with someone (it costs a pretty penny and some luxuries, but the pain lasts only 30 turns, but the relic is there forever from classical era or so).
    Reliquaries + Voidsingers + Cristo Redentor = CULTURE VICTORY

    I'd love to have videos on each Civ/Leader and how to win with each type of victory. I have no idea how to optimize neither Culture nor Religious victories and would love a guide. Culture/Religion aren't as easy to steam roll out of control as Domination/Science against Deity AI.

    What I do to get a lot of culture is build the mausoleum at halicarnassus and tons of industrial zones and workshops, then get Leonardo Da Vinci so you can activate his abilities twice

    Very good video, very deep into tourism. But when you said about the relics not being easy to get, I must say its quite the opposite if you boost your apostols with "creating a relic if defeated in combat" you have to use the spreads religion until 1 is left and then just wonder around looking for missionaries, gurus or other apostols to fight and at some point your apostol will get killed and provide you with relics

    Did a culture victory with the vikings yesterday. As soon as I was able to build archeological museums I put them in every city I had. Around 6 of them. Then I bought most of my archeologists, cause I didn't have time to wait 20+ turns for them to train.
    Managed to get all my museums themed by being a bit careful with the spots I picked up my artifacts, and then trading the once that didn't match with Victoria.
    After that I just kept rolling in cash from my spies and traders and waiting for my tourism to build up. Did buy a bunch of great writings just to try and fill up my amphitheaters. Fun times.

    8:00 hmm I've always operated by the up yours open boarders policy and kept them closed unless I have an alliance with another civ. I always worry they're gonna trick me and invade my nether regions

    I feel like you should gain citizens more quickly when you have high tourism, this helps give you a boost in other areas like production, kind of offsetting the dead weight of going for a culture victory that doesn’t inherently have much gain in other aspects of the game.

    Thanks for the video. I just want to say I think you might be underestimating the value of relics though, particularly if you manage to get Mont St Michel and/or Christo Redentor. There is also a great person you can get that allows your apostles to choose any promotion they like (which can have the Mont St Michel effect if you choose Martyrdom). Letting Apostles die in exchange for even +4 tourism per can stack up quite nicely; and if you get the Christo Redentor, you are able to make that +8 per even with other civs researching Enlightenment.

    Could someone explain to me how foreign tourists are counted in Wonders, as I saw some panel and tourism accumulation in that circle? Does their threshold calculation work the same as with other civilizations, or does it depend on something else?

    Okay, I have a challenge for you. Domination victory without starting wars. I used to always put domination in as one of my victory options. Then with the new DLC, I noticed I was being attacked early game no matter who the civs were. My last game where domination was an option, Ghengis and Alexander kept declaring war on my civ (Mathais). I never started a war, just defended myself, but I was leading in domination. I thought that was rather unique.

    I won my first game of Civ 6 with a Culture Victory when i was going with a science victory. Had no idea how I managed to do it. I was playing on the easiest setting though.

    What are "themed" art/artifacts?
    Also, the short of it is build lots of Wonders & culture buildings, then at the end go Democracy and trade with the top culture opponent to steal tourists?

      Themed art/artifacts are when all the slots in a museum are filled and meet a specific criteria. For archaeological museums, you need 3 artifacts from the same era but different civilizations. For art museums, you need 3 of the same type of art (painting, sculpture, music) each from different great people. England is special because their archaeological museums hold twice as many artifacts, but are always themed once all 6 slots are filled.
      The bonus you get from having a themed a museum is getting double tourism from it. Pretty nice for a cultural victory, but inconsequential otherwise.

      Sort of, but tourism doesn't just "pop" into place at the end. Tourism is earned per turn, so it would benefit you to grab democracy and start trading ASAP.
      Take this with a grain of salt, I've only just started playing Civ VI.

    19:10 How come earning foreign tourist from Persia will decrease their domestic tourist? If domestic tourist = total culture/100, then it is independent from foreign tourist. Indeed, DT can only increase according to that equation.

      Ah, that formula does indeed account for the base of the DT's of a civilization, off of which the number of foreign tourists is subtracted. FT's don't influence the base number, but they do influence the overall count.

    Great video. One thing to clarify, could be wrong, but I think the flight bonus is only for tile improvements that bring culture (for example France's chateaus), not a luxury tile (like jade or coffee) that just has a base yield of culture. You gave Persia and Mapuche as the examples which were on point,nbut just wanted to clear up for viewers that base tials that yield culture don't count towards this, only improvements.

      I know that if you get a pantheon that provides culture for some resources (like some plantations, for example), then improving that tile will net you tourism when you research Flight. Not sure about base resources yields, like jade, though.

    This is awesome!! Except one part in the middle I was super confused. You mentioned domestic tourism and civic boosts adding to your overall culture accumulation . I was lost when you said if the policy cost is 100 you get 43... how the heck did you get 43?? Was soooo lost I couldn’t believe you would fudge the math on that one so I figured I was missing something. I replayed it a million times before I realized you were saying “forty FREE.” Lol.     It looks like for Rise and Fall the Government modifier is 0 if you have the same government. I switched to Facism late game because everyone with tier 3 Governments had that Government and my only Government modifiers were for people still at Tier 2.

    My current game, I have been stuck in second place on the cultural victory world rankings. I have 410 tourism per turn, 364 culture per turn. The country ahead of me has 360 tourism per turn and 214.8 culture perturn. They have less than me yet I'm in second place. I don't get it.

    just finished a culture win on emperor with Nubia last night, wish i knew this stuff! would shaved off those last 50. ended up with 800 tourism per turn but zero understanding of why

    I figured the exact formula(s) to calculate "Tourism per turn" sent to the other Civs, no matter what modifiers are present (e.g. Trade route, enlightenment, different religion, different government, etc.). If anyone's still interested I'd be happy to share! It works 100% with pinpoint accuracy and will match the EXACT figures displayed!

    Does the tourist threshold change as civs are eliminated? If I start the game with 12 civs the threshold appears to be 2400 (12 x 200), when I rid the world of three of the weakest civs militaristically, will the threshold recalculate to 1800 (9 x 200)?

    Great video as usual; As for the threshold thing, I have tested it in a (huge map - 10 civs - emperor) and mine was 2000, don't know why but i think that the threshold rises each time you progress in eras.

      Potatomcwhiskey did a video, they are more of an endgame shot in the arm and should only be used when buying a national park isn't going to provide enough long term tourism to win.
      You should have the card for any upgrades to help you get the win easier.

    Cultural victory on King level, standard map with 6 other civs at games end. 970 tourist per turn with 462 domestic tourists and 396 foreign. Closest opponent was Gorgo with 67 visiting; 2981 current, 81,351 lifetime.
