One can only imagine and wonder what kind of treatment of this poor cat, that made him not want to be cuddled. But you are doing the best that you can and I’m sure he appreciates it all. I have two cats, sisters of the same litter, I’ve had them for about 8 years since they were 14 weeks, they don’t want to be held either. I can lift them up on a table with out problems but nothing more. I can come and brush them, they sleep with me, they like to “sleep” on my lab, they like to walk with me and be close when I do things, they usually come when I call them especially if they are outside. They never groom eachother or sleep together.
Alot of cats dont like to be cuddled, had 3 who would growl and hit me if I tried. Now I have two new cats and they LOVE cuddling. They are like humans, each had their own unique personality.
Beyond the two replies which give good answers, a feral born cat very often will become friendly, but you can never pick them up, let alone cuddle them.

Magical mystical cats. Not surprising they were once worshipped. Fascinating creatures to share living space with. Endlessly entertaining. I miss having cat(s) in my life. Allergies and asthma just got too bad. I have a longhaired dachshund but he won't purr.
Cats are extremely adaptable to pretty much any circumstance....I have a feeling they're much closer to their wild counterparts than dogs are. Ive got a few rescue ones myself, indoor and outdoor. What they can live through is amazing 🥰🤗
I'm glad this ended so well for you! It's wrong for me to wish for it, but having an outdoor adopted cat, which just showed up, seems kind of interesting. I have indoor cats but I'd feed a stray. I'd wind up taking it to the vet and bringing it indoors, knowing me. At this moment I think it'd be cool to have an outdoor cat friend that was unowned. Thanks and yay for you!
You should trap him to bring him inside for a few weeks until he's comfortable with you. Then you can let him out again and he'll know you won't eat him if he goes back inside
Just pick up the cat and hold him, show him that he is safe with you by not being so silly and timid. Your cat is missing out on the normal cat joy of knowing that he is safe in his humans' arms.
exactly, if the cat was desperate enough to wade through water to return to these people it’d surely acclimatize to them carrying them across just as easily. put it in a towel or somethin.

You should trap him to bring him inside for a few weeks until he's comfortable with you. Then you can let him out again and he'll know you won't eat him if he goes back inside

That's not how cats work. Maybe when they're very small kittens, but trying to forcibly hold an adult cat will cause them to avoid you at all times.
I took in a feral cat. It was a year before he would come in the house and another year before he would stop scratching people who tried to hold him.
