About UPSC Civil Services Exam:
Eligibility for Availing Reservation:
(1) A candidate will be eligible to get the benefit of community reservation only in case the particular caste to which the candidate belongs is included in the list of reserved communities issued by the Central Government.
(2) The OBC candidates applying for CSE-2023 must produce OBC (Non-Creamy Layer) certificate based on the income for the Financial Year (FY) 2019-2020, 2020-2021 and 2021-2022 and issued on/after 01.04.2022 (after the completion of FY 2021-22) but not later than the closing date of the application for Civil Services (Preliminary) Examination-2023 i.e. 21st Feb, 2023.
(3) A candidate will be eligible to get the benefit of the Economically Weaker Section reservation only in case the candidate meets the criteria issued by the Central Government and is in possession of requisite Income & Asset Certificate based on income for Financial Year (FY) 2021-2022 and issued on/after 01.04.2022 (after the completion of FY 2021-22) but not later than the closing date of the application for Civil Services (Preliminary) Examination-2023 i.e. 21st Feb, 2023.
10. Candidates seeking reservation/relaxation benefits available for SC/ST/OBC/EWS/PwBD/Exservicemen must ensure that they are entitled to such reservation/relaxation as per eligibility prescribed in the Rules/Notice. They should also be in possession of all the requisite certificates in the prescribed format in support of their claim as stipulated in the Rules/Notice for such benefits by the closing date of the application of Civil Services (Preliminary) Examination, 2023.
11. The closing date fixed for the receipt of the application of Civil Services (Preliminary) Examination -
2023 will be treated as the date for determining the OBC status (including that of creamy layer) of the candidates.
Change of Category:
If the category indicated by a candidate in the application form for Civil Services (Preliminary) Examination is Unreserved category but the candidate subsequently writes to the Commission to change
the category to a reserved one, such request shall not be entertained by the Commission. Further, once a candidate has chosen a reserved category, no request shall be entertained for change to other reserved category viz. SC to ST, ST to SC, OBC to SC/ST or SC/ST to OBC, SC to EWS, EWS to SC, ST to EWS, EWS to ST, OBC to EWS, EWS to OBC. No Reserved category candidates other than those who qualified each stage of the Examination on General standard, shall be allowed to change (on their request or as decided by the Commission/Government based on the documents submitted by them) their category from reserved 23

You should have physical documents of everything.
First get documents which prove that your fathers income of last 3 years is eligible to get you reservation under OBC NCL
Now go get the OBC NCL certificate showing them the income . The OBC NCL ceritifcate wont mention 3 years thing. It will give u for latest year only. And thats enough for applying for prelims.
After clearing prelims, or mains, when they ask to produce physical documents, you can show that ONE obc ncl certificate and the 3 income certificates.
And every attemppt you have to do the same process again and again.

The 3 financial year that is given...but in OBC ncl only 1 financial year is given in the certificate...it doesn't give three financial year in one certificate for OBC ncl...So we have to give three different years for the individual year for OBC ncl... please clarify this...
U have to have income certificates based on the three financial years and using that make the obc ncl certficate . Then it doesn’t matter what is printed in the obc ncl ceritficste . It can be latest year alone . Later wen u go for interview , Carry those same three year income certificate to validate ur obc ncl ceritficate
@@VyshIAS okay sir but I have a little confusion...based on the latest 3 financial year the OBC ncl doesn't make for the lastest 3 financial year...The OBC ncl can only make for one financial year only sir not for 3 financial year...even I have told them to make this OBC ncl certificate for latest 3 financial year but they have told me that OBC ncl certificate is only made for one financial year only for the current year...They have told me that make individual OBC ncl certificate for 3 latest financial years seperately...

obc ncl certificate should be dated before the date u apply for prelims. Prelims 2024 application window begins from Feb 14, 2024. So you can get before that. Better to go to nearest taluk office and get physical copy instead of online

But it's not possible ncl certificate comes with only the annual income of a particular year.
Like if I apply for obc-ncl central certificate r8 now then I will get on the basis of this 21-22 financial year.
But Upsc asks for 3 years income history..

@@VyshIAS but it's very old Sir 2010 State caste certificate. And everywhere it is said that the state caste certificate doesn't work in central government jobs. Every year a candidate needs to get an OBC NCL certificate signed by the competent authority.

But nobody mentioning the 3 year income certificates rule properly as we running in this financial year we can get the income certificate for this year 2024-2025 based on that I have got my obc(NCL) as well but how can I get my past fy 2023-2024,2022-2023 I also asked in nearby mro office they said it's not possible to get past years income certificate.

I m trying to apply OBC NCL certificate for applying central governement jobs.
My parental annual income including all sources is 2Lakh and mine is 15L.
Im not there in rice card of my parents.
So can you please let me know whether Im eligible for OBC non creamy layer or not, as I have read some articles saying that only parental income should not be less than 8 L per annum for OBC and some articles stating that, income from salaries and agriculture should not be included.
