Knee length is usually 20 to 21 inches from the waist line. Even 22 if she’s on a tall side. But the horizontal measurement has to be taken on your client to get it accurately.

The Standard Measurement for waist to hip line is 9 inches. Hope this is helpful.

6.28 is a general formula used in deriving a Radius of a Circle. So when you want to cut a skirt or a sleeve, it’s just a guide to get an accurate fit. A Flair Skirt for example, while cutting, you’ll take your waist measurement and then divide it by 6.28 . What ever your answer is, that is what you will use to draft your skirt. I hope this makes good sense?
