It's less a 'recycled' line than it is deliberate homage to Story Mode's first mission. Most of us playing this content in GTA:O hadn't played that mission in the better part of a decade, so the appeal to nostalgia was obviously R*'s intention.
I unironically love the world building Rockstar does in all their games. They're always trying to depict real people and gameplay elements are usually connected to the characters in an intrinsic way and explained by the fact that the character is just experienced at what they do. There's no like crazy background lore to explain how Franklin can do that, he's just a really good driver and we as the player experience it from a different perspective in a fun gameplay way. They did the same with Max in MP3, his crazy hyper competence is never explained, the character of Max is just that good in a shootout and that's all the explanation we need

I like to think of Mike and Franklin's abilities in that. Trevor's ability can be explained simply as his stimulant psychosis or something, it's Trevor though; best not to question things.

Instinctive driving mixed with wide angle vision Michael isn't using mad max bullet time, he's using Wesley Gibsons bullet time from wanted comic series not the movie because no bullet curving. So splatter vision with adrenal surge. And Trevor uses berserkergäng abilities
This implies that Michael's ability to slow time and Trevor's ability to become invincible (and deal more damage) are also canon. If we get a DLC with Michael, I wouldn't mind a reference to his "supernatural accuracy". Maybe Trevor, too. Here's hoping, I guess.
