It is a messed up code. Because of _-TEST-_ slapped in before _DMO,_ the alert is known as a *TES,* in which it is senseless _(meaning it makes no sense.)_

Those SAME tones are unusally long.

I was going to put great catch but with the lengths of those tones I dont think you can miss it.
They probably were testing their EAS equipment.
