Trop r1 r3 are the only good skills that have been shown since they can buff DDs and increase dmg taken, troop damage is to weak and to many die to get max value out of them compared to 1.0
I also think R3 is the skill that all the kit turn around, if that is good is usable, if not is not playable :/

what could be broken is the interaction with classic gear (devs are clowns) … if his R3 is released like that which could be very interesting, think about hysteria classic gear … every 2 rounds 100% madness = stackable 30% dmg boost ?!?! That sound pretty reasonable to me

Yes, in my opinion you right, couse like you say one is dual blow and the other is just an aditional instance of damage.
Witch King + Azog + Sunind
One is dual blows, one is follow up physical damage, and the last is follow up poison damage
