DONt you know the paper is suppose to go over the weep screed, not behind it. the whole purpose is the water rolls down the paper and out the weep holes. you will have water damage later at lower wall
In this cold climate with a lot of freezing and thawing going on, you don't want ANY penetration of water into stucco. That's why I will put 2 coats of primer and paint over it. -which is 'wrong' too with convention stucco. The application here is being considered like cement siding. The screed part of the weep screed, is what was desired. There is metal skirting and 3 layers of paper over that on the bottom of the wall.
