When a penalty happens in our football a flag is thrown and a whistle blows stopping play then the ref will ask the nonfeeding team whether they want the penalty or the play. This doesn't happen in rugby. Stopping play is avoided. What happens when a rugby ref sees a penalty he will call out "Advantage White!" and point to them when they are the nonoffenders. White would then know that they have a 'free shot'. They can try their highest risk/reward tactic/play because, if it fails they will get a 'do over.' Only when the offenders have the ball does the whistle blow immediately.
