why the hell do you care? unlike in America, people wear masks when they do not want to spread sickness or get sick. nothing weird about it.
Some parts of the world wear them as a courtesy to others when one isn't feeling well, or for potentially other reasons.
It's completely normalized in Japan to wear a mask out of courtesy. It's been like that for decades *before* the COVID pandemic.
Japanese have an inferiority complex about their faces and hate showing them.
