I have two overcoats in navy Cashmere. One fits over a suit and the other is slightly small that fits over a sweater only. I love wearing the one that just fits over sweaters and a shirt, everyday use. I only wear the larger one on cold days at funerals mostly, over a suit.

If, for example, 38short only accounts for 1% of sales and you are only buying 90 suits you have to make a tactical decision. And you do not want to be left with the peripheral sizes. The suit business was larger in the ‘90s so easier to do more sizes. I’d suggest asking direct to see if they can be special ordered or perhaps consider made-to-order. isnt an overcoat that doesnt fit over a jacket basically a modernly cut frock coat? Ive had the thought that a frockcoat with modern details wouldnt look amiss today where you dont strictly need a jacket between the body and coat but maybe thats just me and my imagination

Interesting idea but a frock coat is cut with a waist-seam and it cut closer to the body than an undersized overcoat.
