When building the fork, is it normal for it to have a few millimetres of space between the fork bearing and the cover spacer?

You have quiet a stack of tolerances involved in this gap some use o rings to close the gap but a few mm sounds like something went wrong on assembly...
The bearing housing in the frame is machined and the bearing itself which is typically right on and the cap which has to make contact on the bearings inner ring so there is some gap needed + tolerance of the machining in the frame and the cap bearing as well but as said they are probably right on
