The Judicial City should be at the state capital, Thiruvananthapuram, given that most government offices, the legislative assembly, and political and media hubs are already present there. This could make government-related cases more convenient to handle. Kochi, as a commercial hub and a major city in Kerala, serves as a focal point for trade. A dedicated court in Kochi would reduce the burden on litigants, especially the common people. By having separate courts, one in Kochi and the Judicial City in Thiruvananthapuram, travel, and administrative costs could be optimized. Politicians and bureaucrats can address government-involved cases efficiently in the capital, while cases from the public in other regions would be serviced without undue travel to Thiruvananthapuram.
When Kerala state was formed, Thiruvananthapuram was made the legislative capital on the condition that Kochi would be the judicial capital. So High Court won't be moved anywhere. And the claim of making government-related cases more convenient is stupid coz govt related cases is just a miniscule amount compared to the almost a lakh of cases disposed by the High Court every year. So why should common people suffer by traveling all the way to the southern end just because govt has a few cases to handle. And Kochi is a major media hub with most channels based there. So it would be easier for them.
